Job opportunities for young Mozambicans

About 350,000 young Mozambicans enter the labour market each year, but do not have the right skills for the few formal job opportunities available.

Often, companies fill skilled vacancies by recruiting from abroad. Our UK aid-funded skills for employment programme (S4E), known locally as JOBA, aims to increase the employment and income prospects for marginalised youth in Mozambique, particularly young women. It provides them with access to non-state, quality training, and practical support to improve employment chances. We do this through grants to training providers and private enterprises, to deliver skills development interventions closely linked to specific types of employment.

More than half of those completing their six-month internships with Beluluane Industrial Park, a company managing an industrial area outside Maputo, are now employed, while JOBA is backing Maputo-based bicycle manufacturer to train mechanics, so they can establish small businesses across the country. Meanwhile a partnership in Beira is piloting the first apprenticeship in truck mechanics in Mozambique. In 2018-2019, grants to training providers provided 2834 young people with access to training, leading to better employment opportunities.

All JOBA grant projects involve strategies to raise female participation in technical and vocational training, with women comprising 48% of all participants enrolled on funded training in 2018-2019. Some projects focus specifically on improving women’s access to non-traditional occupations. Education foundation FUNDE supports technical education institutions in Tete and Nampula, and champions women’s access to careers in construction and engineering. It has increased female participation on its three-year JOBA-funded technical courses from 17% (before JOBA) to 40%.

JOBA training is designed to target marginalised youth. Strategies to widen participation in technical and vocational training include means-tested scholarships, transport services and accommodation. Scholarships are proving effective for access and retention, and significantly improving completion rates.

As part of our role on JOBA, we helped to establish the Associação Moçambicana de Educação Profissional Privada, an association for training providers to help the non-state sector grow and collaborate to meet the social and economic needs of the community. We also provided technical assistance to the Government of Mozambique to introduce systemic changes aimed at increasing the quality of skills development and responsiveness to the labour market.
