Mott MacDonald was appointed to support central and state government implementation agencies to upgrade hydrological databases and collaborate to improve water resources management across the nation
Helping the Indian government enhance efficiency in water resources
planning and management is the primary aim of this strategic
hydrology project funded by the World Bank.
Mott MacDonald has acted as technical assistant and management consultant, providing call advisory and support services to the implementation agencies, technical and supervisory support to the Ministry of Water's 'Project Coordination Secretariat', plus management consultancy to assist with capacity building and institutional development needs.
The project’s objectives have included developing a comprehensive hydrologic database and hydrological information system (HIS) with consistent and scientific-based tools and design aids, promoting sustained and effective use of this HIS, and providing technical and institutional development support to the Project Coordination Secretariat (PCS) and implementing agencies (IAs).
Our key activities have included:
Much of the focus of the assignment is on institutional development, seeking to establish sustainable institutional structures that can continue the work of providing quality hydrological information for those needing data. This includes working with data users to clarify needs as well as detailed institutional and training needs analysis to identify appropriate institutional structures, change management, institutional development, development of management systems and consolidation of hydrological information systems.
The HIS comprises a comprehensive data handling and data management system which uses a database coupled to a GIS capable of handling surface water data, groundwater data and water quality information. The system also contains many tools for analysis of the data, so that it is a major source of hydrological knowledge for all participating states and central institutions.
Procurement advice and support is provided for a wide range of monitoring equipment, data transmission and information technology and also includes advice on rationalisation of monitoring networks. The assignment includes implementation of a financial management system to support the PCS for all procurement (consultancy services as well as equipment).
The services provided include advice and guidance on the implementation of a series of “purpose driven studies” to demonstrate the capabilities of the HIS within the IAs.
Improvement of access to good quality hydrological data is to be achieved through upgrading data collection networks, improving data processing and management systems, development of hydrological analysis aids and decision support tools, and providing training in the use of these systems.

- Assist the PCS and IAs in project planning and programming
- Assist PCS in guiding IAs in procurement and financial management
- Provide IAs with timely technical support and trouble-shooting for the consolidation of the HIS
- Undertake monitoring and evaluation of project performance, including development of a web-based MIS and progress reporting
