Procurement
Hong Kong’s Lantau Link road and rail crossing is
one of many highly complex projects for which we’ve advised on
procurement strategiesAt Mott MacDonald we have a deep
understanding of best practice in procurement methods gained from
decades of experience around the world – we apply this to achieve
value for money, timely delivery and efficiencies that bring
benefits for our public and private sector customers alike. As part of our procurement support services we:
- define the procurement strategy – including preferred option, procurement route, contract strategy and draft contracts
- manage the procurement activities and provide technical advice
- perform market soundings
- develop specifications – including performance measurement
- manage the tendering process – including long listing, short listing, invitation to tender, bid evaluation, negotiations, benefits management, supplier selection, contract award and debriefing
Our experts are at the forefront in modern methods of contract procurement and can advise customers on innovative means of undertaking projects using framework contracts for complex and capital intensive rollout programmes. We also advise on how to obtain best value using Public Private Partnerships and Private Finance Initiatives – including novel ways of using PFIs for managing and operating highway maintenance contracts.
Demonstrating the calibre of our high level advice is our input to the Gateway review process introduced by the UK’s Office of Government Commerce to ensure that all projects in civil central government are procured and delivered in accordance with best practice. Our portfolio includes leading the review of the Government’s Constitutional Reform proposals.
