Demand management can include ‘stick’ mechanisms to deter travel, either by pricing or through physical measures – for example, limiting road space and parking provision – or ‘carrot’ mechanisms which encourage potential travellers to alter their behaviour through what we call the 4 Rs. These are:
- Reduce – the need to travel
- Remode – use public transport, walking or cycling
- Reroute – to avoid congested areas
- Retime – to avoid the peak hours
