Mott MacDonald is transport consultant for new bus contract in Jersey

Mott MacDonald has been appointed by the States of Jersey Transport and Technical Services Department to provide public transport consultancy services for the procurement of a new bus operator for Jersey. The project is being developed as part of Jersey’s Sustainable Transport Policy (STP), which aims to reduce car dependence and achieve a significant shift towards more sustainable forms of transport. STP includes targets to reduce peak hour traffic levels by at least 15% by 2015 and achieve a 100% increase in travel to work by bus.

The existing public bus contract has been in place since 2002 and school bus services were awarded to the same operator in 2007. During this period service improvements have been focused on tourism and providing enhanced summer services during the summer months. However, to achieve the STP targets it will be necessary to provide improved public bus services all year round.

The procurement process for the new contract will commence later this month, when a tender notice will be placed in the transport trade press. Bus operators wishing to be considered as prospective bidders will be invited to respond to the opportunity by completing a pre-qualification questionnaire.

Mott MacDonald’s role is to assist the client in procuring the new bus operator by bringing bus industry knowledge of best practice to the development of the new contractual arrangements and the tender evaluation process.

In addition, to support a performance management system within the new contract, Mott MacDonald will provide technical advice on improving the operation of the client’s existing bus tracking and real time information system.

The project is due for completion in 2012.
