Job Description

During Inception you will specifically:

Set-up offices in Lahore including leasing and purchase of furniture, equipment, vehicles etc.
Oversee the set-up of all MM processes and systems as applied to the programme and where necessary modify these appropriately
Organise and conduct the recruitment of other support and operational staff including an accountant and senior administrator.
Ensure that The Inception Team receive adequate operational and logistical support to conduct all Technical activities detailed in our Technical Proposal. These include but are not limited to: organising transport and accommodation, organising technical events, managing logistics for large scale studies or fact-finding missions.
At an appropriate time, oversee a procurement exercise (including possibly managing the inputs of a procurement specialist)
During Implementation you will specifically:

Support Team Leader to agree project approach and take responsibility for documenting agreements (signed contracts, variations etc.)
Establish project budget, project plan of work and project control systems – signed off by Team Leader / Project Principal. Keep all PMD and control systems up to date monthly
Identify and lead on managing project risks with Team Leader
Manage costs and resources: staff, other divisions, Outside Services with input / direction from Team Leader and Project Principal
Liaise with Project Establishment and Security Team over development of necessary security protocols / procedures
Ensure all BMS requirements are met – especially relating to ethics and security
Comply with STEP and ensure team members comply
Maximise sustainable profit and minimise capital employed under direction of Project Principal
Support Team Leader to assure technical/professional quality of work
Support the DTL in coordinating the inputs of the five District Facilitation Coordinators (DFCs)
Encourage the use of Sharepoint practice sites by project team
Responsible jointly with Team Leader for completion of deliverables, on time with Project Principal approval
Maintain project records
Lead on reviewing project status/progress with Project Principal and Team Leader at monthly project control meetings
Monitor project progress against project management plans
Responsible for management of identified change(s) to the project with direction of Team Leader and Project Principal
Make updates to plans and systems as appropriate
Support Team Leader and Project Principal to produce monthly reports to Client on progress
With Team Leader develop a strong relationship with Customer, focusing especially on finance / operations. Serve as first point of contact with DFID contract officer
Responsible with Team Leader to complete the project to time, to budget and to required quality
Promote further work opportunities with Customer
Close and file plans at the end of the project

Additionally, the Project Manager will be required to:

Be engaged with the process of continuous improvement and seeking ways of increasing efficiency

Accept other tasks and responsibilities which may reasonably be requested by their line manager.

Candidate Specification

  • Ability to manage and lead a team of other support staff including an accountant or finance officer
  • Resource management and task allocation
  • Strong stakeholder relationship building
  • Good written and verbal communication
  • Proficient in using MS packages, particularly Word, Excel and PowerPoint (creating documents, formatting, manipulating data, creating graphs, etc.)
  • Contract management, financial management and risk management
  • Able to establish good working relationships with colleagues
  • Ability to prioritise and work under pressure.
  • Ability to work in a collaborative team setting.
  • Understanding of and sensitivity to cultural differences in developing countries


  • Managing and leading teams to successful outcomes
  • Experience in providing administrative, logistical and financial support to projects
  • Extensive experience of PMD and setting up project budgets.
  • Experience in project procurement and contracting requirements.


  • High degree of commercial acumen and knowledge of planning and project controls
  • Good understanding of contractual issues and risks relating to delivery of projects
  • Desirable criteria
  • Experience of working in overseas locations and supporting projects in development setting.
  • Monitoring budgets and costs and take appropriate action.
  • Working towards professional project management qualification
