Principal Program Manager Oil & Gas Pipelines EPCM

Job Description

A number of exciting opportunities have arisen for Principal Program/Project Managers based in Houston, Texas or other agreeable locations. Reporting to our Oil & Gas business in North America, the selected candidates will be involved with the delivery of major Oil & Gas pipeline programs in the U.S. and Canada, with opportunities in other countries across the globe. As a member of the team the selected candidates will be responsible for the program/project management of $100+ million to $1+ billion projects, including planning, integration, controls, risk management, monitoring, contract conformance and close-out. This is a project-based position requiring daily interaction with clients and managing projects on their behalf.


  • Leading $100+ million to $1+ billion engineering, procurement and construction management (EPCM) projects and programs performed by Mott MacDonald in our Oil & Gas sector.
  • Executing pipeline and facility programs in accordance with the governance codes and requirements/standards of our clients.
  • Supporting the negotiation of contractual arrangements for both Mott MacDonald and our client and verifying compliance with contractual requirements throughout the project or program lifecycle.
  • Establishing the necessary plans, structures, processes and resources necessary to provide safe, effective and efficient delivery of our services, and ensuring coordination of cross-program activities including engineering, procurement, construction management, regulatory, environmental, right-of-way and other related disciplines.
  • Leading a multi-disciplined team and providing direction and oversight to accomplish project goals.
  • Effectively applying internationally recognized program management principles including program integration, scope, time, quality, human resources, communication, risk management, procurement and stakeholder management.
  • Managing Mott MacDonald’s subcontractors, including monitoring compliance with Mott MacDonald’s ISO-9001 accredited processes.
  • Coordinating all program interfaces with client and third-party stakeholders, including presentations to client senior management teams, the public, and other external third parties.
  • Monitoring and reporting on the status of all program activities, including cost, schedule, earned value, document/data management, risk management/mitigation, quality management, change management, safety and other items as applicable.
  • Leading the development of cost estimates for budgeting, project services, CAPEX/TIC and other categories.
  • Resolving any issues as they might arise through effective communications with clients, internal teams and other third parties.
  • Actively engaging with the wider Mott MacDonald business community in facilitating continual business improvement across our Oil & Gas project portfolio.
  • Proactively seeking information from stakeholders, technical managers, management and other key parties to ensure continued success in the development of projects.
  • Analyzing project risks and opportunities that may impact the cost, schedule and project delivery while creating/implementing mitigation measures and corrective action plans with project team members and project sponsors.
  • Conducting impact assessments of the change requests on the integrated schedule and its components to support decision making; ensuring changes for the project are tracked and managed.
  • Facilitating risk workshops to identify and capture risk with mitigation strategies and actions.
  • Regularly reviewing and updating risk registers to support project team members in driving mitigation actions.
  • Undertaking capacity planning and resource loading for assigned projects.
  • Contributing to the development of any procedures or guidance as required to support the effective delivery of project deliverables as required.

Candidate Specification

The ideal candidate will have experience working within our primary markets along with having the following candidate specifications:
  • 20+ years of experience in the Oil & Gas market (significant experience in U.S. required; international experience also preferred)
  • 10+ years of experience leading major Oil & Gas pipeline or facilities projects or programs, with a particular focus on program management for engineering and construction phases
  • Bachelor’s Degree required, MSc/MBA preferred
  • Professional Engineering (P.E.) license preferred
  • Experience in various delivery models, including EPCM, design-build, design-bid-build, time-and-materials and early contractor involvement
  • Extensive experience working in client roles, engineering consultancies and/or contractors in the Oil & Gas sector
  • Track record of developing and maintaining commercial and engineering revenue streams in the U.S. Oil & Gas market with an ability to network within the industry
  • Able to operate at a high level in the management team of a multinational business
  • Effective communicator with demonstrable experience presenting and communicating to third parties including clients, regulators, industry and the general public on major capital programs
  • Strong writing and documentation skills
  • Strong presentation and meeting/workshop facilitation skills
  • Strong negotiation skills
  • Leadership in communicating and implementing safety and quality programs that result in “zero” incidents
  • Understanding and experience in leading teams of this magnitude to deliver global multi-disciplined projects that are executing concurrently
