Job Description

Mott MacDonald is seeking a resident engineer for our Seattle, WA office. In this role, you will be responsible for administering and managing the Systems construction contract on behalf of the Owner. The systems concerned are Traction Electrification System including Traction Power and Overhead Contact System, Train Control / Signaling, Communications and SCADA and Systems Integration

The RE will manage the RE Team members assigned to their contract, and will report to the owner’s principal construction manager overseeing their segment. The resident engineer will have the following responsibilities:

  • Review of and responding to contractor’s submittals, non-conformance reports, requests for deviations, requests for information and all other contract correspondence
  • Administration and co-ordination of the owner’s team’s input to contract correspondence as required
  • Understanding of the form of construction contract employed, and its effective administration
  • Co-ordination of the contractor’s procurement
  • Administration and co-ordination of the engineer of record’s team’s technical input to contract correspondence as required
  • Operation of the owner’s internet-based document management system for all correspondence
  • Management, administration and co-ordination of all commercial matters related to the Contract, including production of Independent Cost Estimates for change proposals
  • Management, administration and co-ordination of all schedule-related matters on the contract, including analysis of progress and delay, production of Time Impact Analyses, and monthly schedule updates
  • Administration of contractor’s monthly pay applications, including analysis of value earned in relation to schedule and schedule of values, and recommendations for payments to the owner
  • Management of the contract cost, including tracking actual costs against schedule and earned value, and scheduled cost
  • Reporting of contract status, progress of delivery, cost and commercial matters, and technical issues to the owner in weekly and monthly reports
  • Oversight of contractor’s site activities to support confirmation of safety, quality and specification compliance. This includes raising Non-Conformance Reports (NCRs) where required
The resident engineer team is expected to work collaboratively with the Owner, the Contractor, and other Contract teams to ensure that the Owner’s objectives of safe, effective and efficient delivery are met.

The resident engineer team will likely be co-located with the Owner’s Construction Manager and the Contractor at site, during the Construction Phase.

Candidate Specification

Qualified candidates should have 15+ years of experience in delivery management of transit systems. Resident engineers applying should be qualified to degree level in an engineering discipline. Professional Engineer registration is desirable.

The RE should have experience in the following:

  • ​Bachelor's degree in engineering, master's preferred.
  • PE certification required.
  • Direct responsibility for supervision of procurement, installation, testing and commissioning of rail systems including systems integration Testing and safety certification of systems
  • Experience of review and provision of constructive comments on submittals of various types
  • Experience with telecommunications systems, including planning, design review, site and factory tests
  • Experience in the scheduling and management of systems testing, including systems integrated tests
  • Experience in design and installation of electrical control systems a plus.
  • Self-motivated and managing, requiring minimal supervision
  • Ability to work with others and demonstrated ability to communicate effectively with inspectors, contractors, consultants, labor unions, the public, third parties, clients and government officials
  • Demonstrated ability to resolve field problems expeditiously to minimize delays and claims
  • Demonstrated ability to expeditiously negotiate contract change orders including estimating work related to signaling systems
  • Ability to manage multiple contractors working simultaneously on a single project
  • Ability to work cooperatively with architectural, engineering, and construction personnel
