Roles and responsibilities:
Collaborate with the MEL Key Advisor on the design and formulation of the M&E system;
Review and update, on an annual basis, the M&E Framework
Co-ordinate with the MEL Key Advisor expert in the preparation of data records and data collection methods;
Receive regular reports on grantee performance, identify any significant deviations or delays to planned grant implementation, as well as recommend appropriate courses of action;
Input aggregate data from grantees into the data-base management system;
In co-ordination with other programme staff, develop reporting tools and implement tracking systems for the grants;
Conduct regular monitoring of grant implementation to track milestones, compliance, timelines and deliverables, including through the analysis of periodic reports and provision of feedback to grantees;
Conduct regular monitoring of the Logframe milestones and targets;
Support the grantees to apply the M&E system in their management system, and provide training on administration of data-base and on administration of self-administered tools;
Undertake occasional ‘spot check’ visits to grantees’ premises;
Devise learning and knowledge management strategies and approaches, based on the data and information collected from the M&E system, highlighting trends and other facts that can be used to aid decision-making and/or future strategic planning and programming approaches;
Co-ordinate with the technical team and programme manager to provide programme data in easily accessible formats for broad audiences.
Actively work towards improved gender equality and social inclusion within stated area of responsibility and promoting a wider culture of safeguarding and inclusion.

Qualifications, Skills, Experience and Knowledge
The essential qualifications and work experience requirements are:
Previous demonstrable experience of applied monitoring and evaluation;
Knowledge and experience of conducting questionnaires/surveys and facilitating focus groups;
Supervising personnel in data collection and data recording techniques, ensuring quality assurance and quality control;
Experience of data analysis, knowledge management and report writing;
Experience with a data-base management system and producing written analysis based on aggregate data;
Conducting workshops and delivering presentations;
Excellent communication skills

Job Profile:
Cambridge Education has been awarded the FCDO funded Girls in Rwanda Learn (GIRL) programme, a 6-year programme (Nov 2024 - Jun 2030). GIRL is the FCDO’s new bilateral education programme in Rwanda, building on components of the previous Learning for All (LFA) programme (2015-2023). The LFA programme worked to improve learning outcomes in English and Mathematics in all government and government-aided schools in Rwanda, with a special focus on girls and including children with special educational needs. GIRL has been designed to build upon this work by continuing to focus on foundational learning outcomes in English and Mathematics, with an even stronger focus on girls’ education and inclusive education. It will work to reduce school drop-out and improve transition to lower secondary or other learning pathways, particularly for girls and children with disabilities. The programme is made up of 3 main components:
• Component 1 will focus on improving learning outcomes in English and Math and providing technical assistance to the Government of Rwanda to strengthen capacity and the policy environment for improved foundational learning.
• Component 3 will focus on managing an innovation fund for out-of-school girls using a test-learn-adapt approach.
• Component 5 will focus on technical assistance and advocacy to the government around foundational learning and out-of-school girls, to ensure approaches are scaled and evidence from the programme feeds into policy and programming in the sector.
The Team Leader will have overall responsibility for successful management and delivery of the programme in accordance with Mott MacDonald Ltd. (MML) internal policies, national and international recognised standards, as well as proactively meeting beneficiary, stakeholder and FCDO requirements.
Additionally, subject to Group approval, the Team Leader will fulfil the legal and accountability functions of the Local Manager, Mott MacDonald Rwanda.
