Project Engineer – Civil/Water/Wastewater

Job Description

The Project Engineer will complete and implement planning, permitting, design and construction related projects in Pennsylvania, Ohio, and West Virginia including water distribution, wastewater and stormwater collection systems, pumping station design, treatment plant improvements, and general civil improvements. Duties include client interaction, regulatory interface, equipment vendor interface, client interface, prepare construction documents, drawings, plans, details, and sketches; equipment specifications; calculations; construction cost estimates; construction schedules; report writing, computer modeling, proposal preparation including scope definition and fee estimates, lead design support staff and overall project tasks including budget and schedule tracking. Participate on and sometimes lead project engineering teams to prepare engineering reports, conceptual design,
detailed design, bid phase and construction phase engineering services.

  • Assist with the development of proposals to provide engineering services..
  • Plan, investigate, and perform field work activities to determine feasibility and options.
  • Develop and review engineering drawings, specifications, and other project deliverables.
  • Develop engineering project costs.
  • Review engineering drawings, specifications, and other project deliverables developed by in-house engineering staff and provide critical comments and questions.
  • Review construction projects and consult with design and construction observation staff to assess progress and ensure conformance to engineering plans, specifications, and construction and safety standards.
  • Coordinate and communicate with stakeholders and other consultants associated with assigned projects
  • Other duties as may be assigned.

Candidate Specification

Ideal candidates will have a Pennsylvania PE License; a B.S. in Civil or Environmental Engineering from an accredited four-year university; a minimum of 8-10+ years consulting engineering experience.
Experience on projects consisting of general civil, water distribution, wastewater and stormwater collection systems, pumping station design, site grading, roadways, and parking designs.
She or He will have successfully managed multi-discipline design teams while concurrently managing several fast track projects. Client relationships and State/Federal regulatory experience are preferred.
This position requires strong technical, verbal, written and interpersonal skills.
  • Ability to work with little supervision and oversight.
  • Ability to proactively and effectively communicate with staff.
  • Ability to solve multiple practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to effectively present information and respond to questions from internal and external managers and the general public.
  • Excellent technical writing skills in order to develop and write reports, business correspondence, and process and procedure flowcharts and manuals.
  • Ability to understand hydraulic/hydrologic systems and modeling (water quality modeling experience is a plus).
  • Understanding and knowledge of construction practices, methods materials, applications, standards, and regulations.
  • Knowledge and ability to review and comment on project submittals and shop drawings.
  • A minimum of eight years of related experience and/or training with similar types of work; or equivalent combination of education and experience.
  • Working knowledge of Microsoft Office (Microsoft Word, Excel, and PowerPoint), Microsoft Project and/or Primavera P-6, GIS software, hydraulic and hydrologic modeling software.
  • Registration as a Professional Engineer in the Commonwealth of Pennsylvania, or have the ability to obtain within 12 months of employment.
