Job Description

An exciting opportunity has arisen for a Principal Program Manager based in Houston, Texas. Reporting to our Oil and Gas business in North America, the selected candidate will be involved with the delivery of a major Oil and Gas pipeline programs across the globe. As a member of the team the selected candidate will be responsible for the execution of $100m+ to over $1.0b+ programs including planning, management, monitoring and close out. The role also involves supporting our senior Mott MacDonald management team in the continued success and growth of our Oil & Gas business in North America, liaising with existing clients and the identification and introduction of new clients and enhancing our existing services while securing new work streams.

As the Principal Program Manager, your specific duties will include but not be limited to:
  • Leading $100m+ to over $1.0b+ Engineering, Procurement and Construction Management (EPCM) projects and programs performed by Mott MacDonald in our Oil and Gas sector.
  • Executing programs in accordance with the governance codes and requirements/standards of our clients.
  • Supporting the negotiation of contractual arrangements for both Mott MacDonald and our client and verifying compliance with contractual requirements throughout the project or program lifecycle.
  • Establishing the necessary plans, structures, processes and resources necessary to provide safe, effective and efficient delivery of our services, and ensuring coordination of cross-program activities including engineering, procurement, construction management, regulatory, environmental, right of way and other project team which would include our clients team.
  • Leading a multidiscipline team and providing direction and oversight to accomplish project goals.
  • Effective application of internationally recognized program management principles including program integration, scope, time, quality, human resources, communication, risk, procurement, and stakeholder management.
  • Managing Mott MacDonald’s subcontractors, including monitoring compliance with Mott MacDonald’s ISO-9001 accredited processes.
  • Coordination of all program interfaces with client and third party stakeholders, including presentations to client senior management teams, the public, and other external third parties.
  • Monitoring and reporting on the status of all program activities, including program status, cost, schedule, risks, mitigation, safety and other items as applicable.
  • Resolving any issues as they might arise through effective communications with clients, internal teams and other third parties.
  • Actively engaging with the wider Mott MacDonald business community in facilitating continual business improvement across our Oil and Gas project portfolio.
  • Proactively seek information from stakeholder, technical managers, management and other key stakeholders to ensure continued success in the development of projects.
  • Analyze project risks and opportunities that may impact the cost, schedule & project delivery while creating/implementing corrective action plans with project team members and project sponsors.
  • Conduct impact assessments of the change requests on the integrated schedule and its components to support decision making. Ensure changes for the project are tracked and managed.
  • Undertake risk workshops to identify and capture risk with mitigations strategies and actions.
  • Regularly review and update risk registers to support project team members in driving mitigation actions.
  • Undertake capacity planning and resource loading for assigned projects.
  • Contribute to the development of any procedures or guidance as required to support the effective delivery of project deliverables as required.
The ideal candidate will have the ambition to take on additional roles in developing our business across North America and be willing to travel to client sites both in North America and across the globe as required.

Candidate Specification

The ideal candidate will have experience working within our primary markets along with having the following candidate specifications (preferred candidates will possess the following):
  • 20 years+ experience in the Oil and Gas market both in North America and internationally
  • 10 years+ experience of leading major Oil and Gas projects or programs, with a particular focus on Program Management on engineering and construction of pipeline projects
  • Bachelor’s Degree required, MSc/MBA preferred
  • PE license preferred
  • Particular experience in the development and management of Oil and Gas brownfield pipeline project in constrained areas within existing corridors as well as greenfield.
  • Experience of various delivery models, including EPCM, Design-Build, Design-Bid-Build, Time and Materials, and Early Contractor Involvement
  • Extensive experience working in client roles, engineering consultancies and/or contractors in the Oil & Gas sector
  • Track record of developing and maintaining commercial and engineering revenue streams in the US Oil and Gas market and with an ability to network within the industry
  • Able to operate at a high level in the management team of a multinational business.
  • Excellent communicator with demonstrable experience of presenting and communicating to third parties including clients, regulators, industry and the general public on major capital programs
  • Strong negotiation skills
  • Leadership in communicating and implementing safety and quality programs that result in “zero” incidents
  • Understanding and experience in leading teams of this magnitude to deliver on global multi-disciplined projects that are executing concurrently
