Opportunity
We acted as lenders’ technical advisor on behalf of the IXAS Zuid-Oost B.V. Consortium – a special purpose company comprising Ballast Nedam, Fluor, Heijmans Capital and 3i Infrastructure plc.
Design, construction and 20-year long maintenance works was been planned in connection with the regeneration and expansion of the A9 motorway between the junctions of Holendrecht and Diemen, the bridge spanning the river Gaasp, all road surfaces, and a 3km overground tunnel.
This PPP project has a nominal value of approximately €700M and was procured through a design, build, finance and maintenance format by the Dutch highways and water authority Rijkswaterstaat (RWS). It is one of five sub projects included in the Schiphol-Amsterdam-Almere (SAA) road expansion programme.
Solution
We conducted an independent evaluation of the technical solutions proposed to help the project reach financial close. We have been monitoring construction works to help ensure the project stays on schedule and budget.
This project builds on our infrastructure experience in Benelux as the leading lenders’ technical advisor.
Outcome
New and improved lanes will increase the flow of traffic and accessibility in the region while a new tunnel with a park above will provide an inspiring green space for the local community.
