Opportunity
For more than 60 years, Spectra Energy has operated a pipeline system called Texas Eastern Transmission in Ohio, Pennsylvania, and New Jersey. The system, which can transport up to four billion cubic feet (113 million cubic meters) of natural gas per day, provides strategic interconnections to the interstate transmission network.
In order to help meet the increased demand for natural gas in the Northeast, Spectra Energy launched the Time III/Temax project, created through agreements with ConocoPhillips and CenterPoint Energy Services.
Using approximately 60 miles (96 kilometers) of pipeline, Spectra Energy draws on Rocky Mountain natural gas reserves to move an additional 455 million cubic feet (13 million cubic meters) per day across the state.
Solution
Mott MacDonald was involved from the beginning of the Time III/Temax Project, and provided the following services:
- Conducted preliminary surveys for the proposed pipeline route
- Developed all mapping, including drawings for FERC and state permitting
- Proposed measures to mitigate environmental impact
- Conducted a structural engineering review of Spectra’s equipment skids
- Designed many of the pipeline facilities, including launchers, receivers, and metering and regulation facilities
- Prepared the final drawing packages for the Issue for Bid and Issue for Construction
- Mobilized a field survey team of about 35 to conduct construction surveys for about 60 miles
- Provided record survey information
During the course of the project, Mott MacDonald supported nearly all members of the Spectra Energy team in areas including design, environmental permitting, right-of-way acquisition, and construction. Our experience with working and managing tremendous amount of data allowed for information to be consistently presented through the various disciplines of the project team.
Outcome
In September 2011, Pipeline & Gas Journal reported that the TIME III and Temax projects had been completed on time and under budget.
Market conditions caused changes in the project scope. Mott MacDonald’s processes, resource availability and management capabilities helped keep the project on track.
