Mott MacDonald helps Uganda develop a maintenance network management contract

Mott MacDonald has been appointed by the Road Agency Formation Unit (RAFU) part of Uganda’s Ministry of Works and Transport, to provide Technical Advisory services to improve and reform RAFU’s system for contracting road network management and maintenance.

This is the first major long term area-wide, output and performance-based road contract (OPRC) approach to be piloted in the sub-Saharan region. This new programme, spanning 7 to 9 years will be worth an estimated $200 million, will cover planned maintenance on a network of 1,600 km of main, secondary and tertiary roads.

Mott MacDonald’s project team will help design the OPRC contracts* using World Bank standards for the project start-up pilot area as well as assist in the preparation of the Terms of Reference for services to monitor the project and prepare contracts to replicate the pilot on the rest of the national roads network. Sufficient safeguards will be included to help build capacity in the local construction industry (consultants and contractors) by enabling them to participate in the new contracts.

*It is envisaged that the scope of the OPRC contracts will cover procurement of services to facilitate collection of inventory and traffic data, road traffic modelling and management tools, environmental and resettlement management services, all aspects of resource and socio-economic planning. In addition, Mott MacDonald’s consultants will assist with the bids evaluation process, the maintenance contract award process and prepare Terms of Reference for supervision of the project, preparation of follow on work and other activities.
