Opportunity
Kobe Steel Co., Ltd. is building a 1.25 GW class thermal power plant in Moka City, Tochigi Prefecture. This power station is the first full-scale inland type thermal power plant in the country, adopting the state-of-the-art high-efficiency gas turbine combined cycle. The fuel uses city gas supplied by Tokyo Gas, and the generated power is sold to Tokyo Gas via TEPCO's transmission network. Project finance is used to raise funds for the construction and operation of this power station, and the major banks within the major domestic banks are also involved in the construction and operation of this power station.
Solution
As the lender's technical advisor for financial institutions, we were involved prior to the EPC contract of this project. We also implemented technology evaluation, technical and economic risk identification, technical due diligence, and made various proposals for improvements.
Outcome
With the support and information provided by us, the lender closed the financing within the sponsor’s timeline. The Kobelco Power Moka CCGT project successfully achieved financial close and is now under construction. We are monitoring the progress of construction and are making recommendations on various technical aspects and safety.
