Mott MacDonald helps launch ‘The Surface Transport Master Plan 2030’ for Abu Dhabi

Mott MacDonald has helped Abu Dhabi’s Department of Transport (DoT) launch the Surface Transport Master Plan (STMP) 2030. The STMP 2030 will see a comprehensive public transport network of rail, tram, metro, ferry and bus systems connect Abu Dhabi Island and Abu Dhabi International Airport with the UAE’s planned new capital city, with high quality services linking the whole Emirate.

H. H. Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, Deputy Supreme Commander of the UAE Armed Forces and Chairman of Abu Dhabi Executive Council officially launched the STMP 2030 at a special launch event in Abu Dhabi this month.

His Highness the Crown Prince commented, “It gives Abu Dhabi a world-class, efficient, safe and convenient transport network that will meet the people’s and the economy’s mobility needs throughout the Emirate of Abu Dhabi until 2030.”

The STMP 2030 aims to connect all cities and districts in the Emirate of Abu Dhabi facilitating the movement of people and goods across all means of transportation including metro, light rail transit (LRT) and water transport, to support the enormous growth and diversified development that Abu Dhabi is experiencing.

H. E. Abdullah Rashid Al Otaiba, Chairman of the Department of Transport (DoT) added, “The Surface Transport Master Plan 2030 comes in line with ‘Plan Abu Dhabi 2030’ and aims introduce a highly sophisticated transport network throughout the Emirate of Abu Dhabi, and to take it to the forefront of globally acclaimed modern cities and districts.”

Mott MacDonald and Steer Davies Gleave have developed the master plan for the DoT, including transport infrastructure and implementation policies, to support the vision of a sustainable global capital city.

STMP 2030 comprises over 200 separate components including major new or improved infrastructure and complementary policies and strategies. The components, to be phased in up to 2030, include 590km of regional high speed rail linking Abu Dhabi with bordering Emirates and countries. Over 130km of new Metro will be introduced, providing a high capacity, high speed link between key areas in Abu Dhabi, including Abu Dhabi International Airport, Capital City, Yas Island and the existing central business area. Thirty separate tram projects in Abu Dhabi and Al Ain with over 340km of track will provide a fast, modern link to the Metro system and will be supported by additional public transport services. Improvements to the highway network will also be made, totalling 1560km of works up until 2030. New demand management measures will support the introduction of infrastructure, including new parking management and potential congestion charges.

Mott MacDonald’s project manager for the scheme, Colin Sherwood commented, “We’re delighted to be involved in this groundbreaking scheme, the most ambitious of its kind in the Gulf region - you can’t imagine a more exciting challenge than developing an entire transport system from scratch. The Abu Dhabi Government has acknowledged the need for sustainable development to sustain the anticipated economic growth and increase in population in Abu Dhabi over the coming decades, and the implementation of the STMP 2030 is vital to support this.”

For over 14 months, Mott MacDonald has been assisting the DoT in studying, analysing and identifying the current and future transport needs in the Abu Dhabi metropolitan region, Al Ain and the Western Region, as well as transport needs for inter-regional, inter-Emirate and international passenger and freight movements. The study also takes into consideration the Abu Dhabi Government's broader strategies and all relevant social and economic factors such as population growth, urban expansion, industrial development and the considerable rise of Abu Dhabi as a tourist destination and a global hub.

It is anticipated that metro operations will start in 2015 and tram services from 2012.
