Mott MacDonald to advise on Himachal Biotech Park, India

Mott MacDonald has been appointed by the Government of Himachal Pradesh to provide advice for a new Biotech Park development in Aduwal of the Baddi-Barotiwala-Nalagarh region in Himachal Pradesh, India.

This new development is being introduced by the Government of Himachal Pradesh’s Department of Environment, Science & Technology to promote clean technology and in recognition that the biotechnology sector is one of the fastest growing knowledge-based sectors in India, owing to its potential to help revolutionise other areas of industry such as agriculture and healthcare.

Mott MacDonald’s role will entail preparing a conceptual plan and a feasibility study for the park. The development is to be built on a 35 acre site and financed through a public-private-partnership agreement. It is envisaged that the park will be world class with high-specification research and development facilities to support India’s growing biotechnology industry. It is also viewed that the park will stimulate employment opportunities for India’s professionals and attract leading local, national and international investors and biotech companies to the area.

The Chief Minister, Himachal Pradesh, Prof. Prem Kumar Dhumal, a strong proponent of knowledge-based industry said “We will provide all possible support for the growth of the biotechnology sector in the state and I welcome suggestions from industry leaders so as to make Himachal a Global Biotechnology Hub.”

To support this environmentally friendly fast growing industry, the Minister of Environment, Science and Technology, Shri Jagat Prakash Nadda said “The state is keen to support and develop the biotechnology industry which is technology driven, adopts clean technology and has the potential to provide employment to the educated youths of the State.”

Shoma Majumdar, Mott MacDonald’s director responsible for the project said, “The Biotech Park will provide a boost to both the biotech sector and the state economy. We are configuring and structuring the project and have been in discussions with a number of developers who are keen to be a partner in this project.”

She continued, “Mott MacDonald is delighted to be selected for this prestigious project. We have experience in delivering biotech and pharmaceutical projects in India and indeed around the world and we look forward to demonstrating our skills on this important project for the Government and business community of Himachal Pradesh.”

The conceptual plan and feasibility study are due for completion by March 2009.

The State of Himachal Pradesh is endowed with rich plant and microbial biodiversity. There are many rare plants, particularly in the upper reaches of the Himalayas, which have immense potential for use in the Pharmaceutical industry. The State has unique ecological conditions and depending on the eco-geographical conditions, different flora and fauna predominate in different areas. The Himachal Government is keen that international biotech firms take advantage of the rare microbial diversity of the Himalayas and use the Biotech Park for further genetic research.
