Hatch Mott MacDonald Leading Design Team on Port Mann/Highway 1 Project in British Columbia

Hatch Mott MacDonald (HMM) is serving as senior partner in H5M, a design joint venture team of HMM and MMM Group Limited. H5M is in contract with the Kiewit/Flatiron General Partnership, leading a team of 12 engineering firms in the design of all onshore works for the Port Mann/ Highway 1 Project (PMH1). The Project has a capital value of (CDN) $2.46 billion, with the onshore works representing approximately 60 percent of this value. The Province of British Columbia, via the Transportation Investment Corporation, entered into a fixed-price contract with the general partnership of Peter Kiewit Sons Co. and Flatiron Constructors Canada Limited on 17 March 2009.

The PMH1 project is a critical component of British Columbia’s Gateway Program, established in response to the impact of growing regional congestion. The Province's pre-design concept is based on predicted population and economic growth, and associated transportation demands through to 2031. To meet its goals the pre-design concept includes demand management and congestion-reduction measures such as HOV lanes, transit and commercial vehicle priority access to highway on-ramps, improvements to the cycling network and electronic tolling on the Port Mann Bridge. The anticipated design and construction period is approximately five years.

The PMH1 Project is believed to be the largest highway infrastructure project in Canada planned for the next few years. It involves the replacement of the major Port Mann Bridge crossing of the Fraser River, as well as a significant widening of 37km of Highway 1, the Trans-Canada Highway linking Vancouver eastward to the rest of British Columbia and Canada. Other onshore works include reconstruction of 11 interchanges, construction or rehabilitation of over 42 onshore bridges, and total reconstruction of the complex Cape Horn/Lougheed Highway Interchange at the west end of the Port Mann Bridge. The project also includes construction of the new Fraser Heights Connector, linking the PMH1 corridor, the recently constructed Golden Ears Crossing and the planned South Fraser Perimeter Road. In addition to meeting challenging geotechnical conditions and strict environmental obligations, all work must be executed while maintaining existing traffic movement and volume, making it not only the largest, but also the one of the most challenging projects in Canada.

“HMM's successful pursuit builds directly on the success of the Sea-to-Sky Highway Improvement Project and several other recent Design-Build and PPP project successes,” said Michael Schatz, Hatch Mott MacDonald’s Executive Vice President and Canada Unit Manager. “It represents an extraordinary opportunity for the Vancouver Subdivision of Hatch Mott MacDonald and the Canada business as a whole.”
