Pentland Firth and Orkney Waters Enabling Actions Programme, UK

Committed to helping realise the UK's renewable energy targets, the Crown Estate aims to exploit the country's rich wave and tidal energy resources. To this end, the Crown Estate entered into agreements for lease for projects with a potential capacity of 1,600MW in Pentland Firth and Orkney waters, the UK's first area made available for commercial scale development of wave and tidal energy.

Pentland Firth and Orkney Programme The world’s only full-scale commercial tidal current turbine consistently generating electricity directly into the grid network.

An Enabling Actions Programme was set up to de-risk and accelerate the projects' development. We supported project management.

The Crown Estate invested and managed £5.7M in a fund for the Enabling Actions Programme to successful and timely construction and operation.

Our project management support was provided through a full-time secondment role. This required specialist management skills in planning and execution, involving managing developers, stakeholders and internal business requirements and expectations, as well as programme management experience in managing the overall fund.

We recognised the unique challenges that would be faced during the delivery of the Pentland Firth and Orkney waters projects – for example, managing stakeholder expectations. We also helped keep the delivery of the programme to the agreed cost and schedule while demonstrating value for money, of critical importance to the Crown Estate.

Our recommendation was to adopt a wholly-integrated programme management approach based on collaborative planning and robust project implementation planning. The ‘one-team’ programme management approach helped ensure that the multiple and parallel lifecycles of the projects were carefully coordinated and aligned with the overall programme aims plus funding. To achieve the very best results, there was a requirement for continued robust project forecasting and implementation planning.

  • The implementation of a common programme framework for effective planning, monitoring, auditing and delivery of the projects' outputs.
  • Greater awareness and visibility of the progress of the individual projects plus the overall programme to all stakeholders.
