Mott MacDonald’s role as Technical Advisor reaches major milestone on Birmingham (UK) PFI

Mott MacDonald’s role as Technical Advisor for Birmingham City Council on the largest ever UK local authority Private Finance Initiative (PFI) reached financial close on 6 May 2010. The £2.7 billion project for the management and maintenance of the City of Birmingham’s complete highway network will cover 2,500 miles of highway.

Mott MacDonald provided technical advice for the procurement of a 25-year contract for the rehabilitation, management and maintenance and operation of the highway network and associated infrastructure within the City of Birmingham. The consultancy helped establish best value solutions.

Since Mott MacDonald was first commissioned in 2001, the consultancy has provided technical advisory services to the Council to help them meet the challenging aspects of the Best Value Review of the Highways Maintenance Service. The consultancy was appointed to construct the Outline Business Case for submission to the Department of Transport and on its approval developed the technical documentation including the technical output specification for the PFI contracts.

Forbes Johnston, Mott MacDonald’s project director said, "Mott MacDonald is delighted to have been given this opportunity to demonstrate our innovative approach to best value solutions on this important initiative for Birmingham."

As part of this commission, Mott MacDonald also developed a service tool, the Network Condition Index, to help ensure that the road network is maintained in a sustainable and economical way.

Forbes added, “We’re thrilled to see this prestigious and significant transport development for Birmingham reach financial close. Mott MacDonald has a wealth of PFI and PPP expertise around the world. In the UK, Mott MacDonald developed the use of PFI for highway maintenance on the innovative and groundbreaking Portsmouth Highways Maintenance and Management PFI.”

The PFI contract will run until the end of 2035.

Mott MacDonald has been named Technical Advisor of the Year in the annual Public Private Finance Awards for the past four years and is ranked as the number one Global Technical Advisor by the Infrastructure Journal.
