Mott MacDonald’s business and technology consultancy team benefits from Highways Agency Framework

Mott MacDonald has been appointed through the Highways Agency frameworks to assist with the design of value based management systems.

This new project has been set-up by the Highways Agency to develop and implement a risk-based value management system for assessing maintenance and improvement schemes in advance of its spending review in 2008. It will deliver new value management guidance to enable projects to be assessed in a consistent way against business needs and will deliver the best return on investment. The guidance will be fully aligned with the Highways Agency’s safety risk framework and as such will support its objectives for improving safety on the network.

There are six phases of work that will be conducted by Mott MacDonald's business and technology consultants namely – an inception study, information gathering and analysis, development of draft guidance, preliminary assessment or trial of the guidance, incorporation of feedback from the trial and assistance with the full scale roll-out of the new Value Based Management programme.

Martin Cross Mott MacDonald's lead consultant for the programme said, “The real challenge is understanding the client’s current business objectives and developing procedures to enable them to be valued consistently across structures, roads and local network management schemes (LNMS)."

  • In March, Mott MacDonald successfully secured two national framework contracts to provide services to the Highways Agency over the next four years, one for research and development, and one for technical consultancy. The frameworks were introduced to provide a regular and planned flow of work while enabling closer and more effective partnerships to deliver greater efficiency, fresh ideas and knowledge-sharing.
  • The two contracts which run until 2010 will be the major source of innovation in delivering better services more quickly for English motorways and trunk roads. Framework partners will provide services to help the Highways Agency in streamlining processes to make best use of the latest technology to address key issues such as safety, journey time reliability and respecting the environment.
  • The Highways Agency requires Mott MacDonald and their suppliers to suggest research and consultancy projects, including those drawing on international experience, to support their objectives. Tim Groves, Mott MacDonald’s project manager for the frameworks said, “We’ve been working for the Highways Agency for many years and are managing agent for the highways network across the south of England. We’re delighted to be selected to help the Highways Agency on this new and exciting way forward and very much look forward to delivering innovative solutions”.
