Mott MacDonald to help strengthen public sector training programme in Mozambique

Mott MacDonald’s management consultancy team in The Netherlands, BMB Mott MacDonald, has been appointed by The Netherlands Organisation for International Cooperation in Higher Education (NUFFIC) to help strengthen the Training System for Public Administration programme. The project aims to enhance the efficiency of the Mozambican Public Sector.

The programme is one of the main components of the Global Strategy for Public Sector Reform 2000-2011 which the Government of Mozambique has been implementing. The project is being developed to build a stronger system of public sector training in Mozambique and will strengthen the capacity of three training institutes for public and local administration - known as IFAPAs - in Maputo, Beira and Lichinga. This will lead to better service delivery at local level, less staff turnover, higher quality training and a gender balanced professional career development in the public sector which matches the requirements of a modern public administration.

BMB Mott MacDonald will conduct an assessment of the capacity of the teaching staff in IFAPAs to provide training in core subjects. The consultancy will also carry out an assessment of the conditions for and the level of online learning and use of information and communications technology (ICT) in public sector training. BMB Mott MacDonald will advise executive and administrative staff how to train staff and carry out needs assessments as well as organise and manage the new programmes to be developed under this project. These include providing English language training to executive IFAPA staff, on-the-job training, developing a project website and building the capacity of staff and teachers to manage and deliver training in human resources management, financial resource management and general administration.

Geert van Boekel, BMB Mott MacDonald’s project director said, “We are delighted to be appointed on this important project for Mozambique. We will transfer our knowledge and the latest best practices in public sector training including introducing ICT skills and e-learning tools and instruments as well as make use of modern media such as mobile phones. Using these modern techniques will make training activities more accessible.”

The project is due for completion towards the end of 2014.
