MMRA is an independent and impartial organisation which draws on a wealth of professional rail experience to offer a truly exceptional level of technical capability and service. MMRA has a core team of technical, quality and administrative professionals who manage all certification and assessment projects.

MMRA is highly respected. Our reputation is backed by the extensive experience we've gained from working on commercial and technical aspects of major railway projects all over the world.

With the ability to draw on the multidisciplinary resources and knowledge of the Group, we’re ideally placed to undertake every independent railway consultancy role that may be required for safety and technical reviews.

MMRA has been appointed as a Notified Body (NoBo) and Designated Body (DeBo) by the Department for Transport (DfT) under the Railway (Interoperability) Regulations and is authorised to carry out statutory conformity verification of all railway subsystems and constituents on both conventional and high speed railway networks. We can also certify that work and equipment conform to ‘Essential Requirements’, by demonstrating compliance with the appropriate published Technical Specification for Interoperability (TSI) or Notified National Technical Rules (NNTRs).

Published European Directives and TSI’s cover all subsystems, including:

  • Infrastructure
  • Energy
  • Control-command and signalling (trackside and on-board)
  • Rolling stock
  • Rolling stock – noise
  • Safety in railway tunnels
  • Passengers with reduced mobility
  • Telematic applications (passengers and freight)
  • Operations

Assessment body

We can carry out assessments of changes to both the processes used to manage the risks that could arise from projects being carried out to vehicles, infrastructure or organisations on either the main line railway under the provisions of the Common Safety Method Regulation. This includes changes to vehicles or infrastructure as well as organisational changes impinging on the safe operation of their undertaking, in accordance with the Common Safety Method Regulation.

Quality management system certification

UKAS has formally accredited MMRA as a Certification Body against EN17021 for activities relating to assessment, certification and registration of management systems, enabling us to offer certification of management systems to qualifying organisations in the railway domain.

Product certification

UKAS has formally accredited MMRA as a Certification Body against EN17065 for product certification, meaning MMRA can offer certification of qualifying products in the railway domain.

Inspection Body

UKAS has formally accredited MMRA as an Inspection Body (Type ‘A’ – Fully Independent) against EN17020 to provide accredited inspection services of all railway rolling stock products.

Independent technical services

We've developed a substantial capability for advising, supporting and implementing third party approval processes and can develop a written scheme of examination or verify compliance of a project within a defined assurance scheme, act as an Independent Safety Assessor (ISA) or provide Assessment Body (AsBo) services in line with the Common Safety Method for Risk Assessment and Evaluation Regulation (402/2013/EU).

Product approval (London Underground)

MMRA has been approved by London Underground as a Products Assessor and Advisor to support manufacturers, suppliers and contractors by proposing products directly on to the London Underground Approved Products Register
