Opportunity
The Logistics Investment Program (Programa de Investimento em LogĂstica, or PIL) aims to modernize Brazil’s infrastructure and stimulate economic growth. The PIL contemplates infrastructure investment totaling $66 billion, including $23 billion between 2015 and 2018.
Solution
Following a rapid assessment of procurement documents for a P3 project to build the BR-476 toll road, we undertook a market sounding exercise on behalf of the World Bank. The BR-476 project formed part of the PIL initiative.
We provided advice on international P3 best practices that are key to unlocking the participation of international investors. Our team consulted with a broad range of concession companies, equity investors, commercial lenders, and pension funds to understand their perceptions and potential best practice improvements.
Outcome
With the structural support of the World Bank Group, Brazil is putting significant effort to promote its P3 infrastructure program. We are seeing growing levels of interest from Brazilian authorities for increasing international participation in the local P3 market to support public sector delivery of infrastructure projects.
