Job Profile

We are seeking a highly experienced and successful international Team Leader, ideally a river basin specialist in the Asia region, to manage an ADB flood risk project in Nepal.

This project will support the process of developing a large-scale, multi-sector investment program in several urban centres in the Terai region of Nepal, which includes flood protection through improved urban drainage. This Priority River Basins Flood Risk Management Project and a collaborative urban project aim to provide flood protection in seven priority river basins in the Terai of southern Nepal. This will involve the construction of hydraulic infrastructure, installing a flood forecasting and early warning system and training communities and local government in community-based disaster risk management (CBDRM) practices.

Job Description

The Team Leader will lead streams of the work with support from the project team and the Mott MacDonald Project Director. Tasks include:

  • Responsible for the overall direction of the team, coordination of inputs and management of individual specialists;
  • Oversee the project design, including the feasibility studies and due diligence assessments, ensuring that the project (a) undertakes rigorous technical, economic, financial, social, and environmental evaluation of the project; (b) addresses cross-cutting areas of concern (resettlement, environment, poverty, social aspects, gender, and anticorruption); and (c) ensures that all the reports compile the reporting outcomes of all consultants into a single, well-integrated document to avoid conflicting statements and/or conclusions;
  • Prepare the project preparation inception report
  • Collaborate with ADBs „Knowledge and Innovation Support for ADB‟s Water Financing Program‟ (TA-6498 REG) for interventions in the Mohana and Khutiya river basins
  • Review the policies, strategies, and programs of Nepal on flood control and water resources management, and prepare a sector assessment report covering above aspects
  • Work with the national design engineer in identifying locations and types of hydraulic structures for each sub-project, and in developing the concept engineering designs for the hydraulic structures required in each basin in the project, bringing in innovative solutions
  • Work with the national design engineer to produce detailed designs for hydraulic structures on river basins in a number of sub-projects
  • Carry out extensive consultations with key stakeholders obtaining suggestions and agreement to achieve project delivery.

Candidate Specification

You will be an experienced International Development Team Leader with proven technical skills in the management of similar projects in at least two countries, preferably in central or Sub-continent Asia, implementing projects funded by donors such as ADB, World Bank, DFID, EU.

The successful candidate will have:

  • Preferably a postgraduate degree (Master’s degree or above) in civil engineering with a specialty in river engineering or equivalent
  • Expertise in river basin planning, management and river training engineering projects
  • Extensive experience in project development and implementation, particularly with ADB or World Bank projects
  • Team leadership experience of ADB PPTAs will be appreciated
  • Experience with ADB‟s project processing requirements
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities, often within a required timeframe
