Job Description

We are seeking a Senior ATC Engineer to support a major program for a transportation client in the Washington, DC area.
The individual in this position will provide compliance oversight support to the project team to facilitate the acceptance of the Project into the ARS. This support will be focused on verification and oversight of automatic train control (ATC) work for compliance with Contract requirements. This role serves primarily a field oversight function but requires substantial technical / administrative work.

Under limited supervision, incumbent shall support the Project Office in overseeing the Contractor’s engineering, installation, and testing, of rail signalling systems to verify compliance with Contract requirements. Employee has considerable latitude for independent judgment and action within established guidelines. This role will work in close coordination with the System Commissioning Manager and with the client’s engineering and maintenance groups to ensure required client test support and/or test witnessing is provided. Incumbent will also interact with client and Contractor regularly. Ensures work quality and adherence to established standards, policies, and procedures; and performs related duties as assigned. Incumbent will also develop and maintain tools to track progress and issues related to ATC system installation, testing, and commissioning activities, and follow up their resolution.

Duties, may include but are not limited to the following:

Develop intimate knowledge and understanding of Contractual requirements related to automatic train control (ATC) system design, materials, equipment, installation, testing, and commissioning.

Review all ATC engineering and construction submittals. Review ATC Test Plans, ATC Reliability and Safety Plans, ATC test procedures, ATC product submittals, ATC test reports, system configuration management plans, and any other ATC-related documentation.

Track progress of testing and log (or cause to be logged) all tests witnessed by the client in the tracking tool maintained by the project office.

Assist in the development of client’s System Performance Demonstration (SPD) testing and verification activities
with client departments to help determine levels of training required and the number individuals that need training. Assist in the review of training documents and course materials.

Provide technical assistance and recommendations in administering change orders and processing claims.

Prepare reports, checklists, tracking tools, and status reports as requested or as necessary to support activities described herein.

Assist project management in tracking project correspondence to client. Prepare letters to the Contractor on matters related to commissioning and System acceptance for the Task Order Manager, researching applicable Contract Documents as necessary.

Coordinate with multiple client departments and stakeholders to ensure their needs are met. It is understood that to successfully perform the above tasks the individual in this position will be required to develop relationships and interact effectively and frequently with staff inside and outside of the Project team, in person and in writing.

Participate in meetings as directed or necessary to accomplish the above tasks, and issue meeting notes.

Advise Task Order Manager in regards to staffing requirements to accomplish assigned tasks.

Perform other related duties as assigned by the Task Order Manager, or his designee.

Candidate Specification


Bachelor’s degree in Electrical or Electronics Engineering, or equivalent experience

Strong written and verbal communication skills, excellent business and technical writing

In addition to degree, a minimum of ten (10) years of relevant professional experience is desired. Ideally, this experience would include the following:
  1. At least five (5) years direct experience in the engineering, installation, and commissioning of automatic train control systems (ATC). Maintenance experience may be considered towards this requirement.
  2. A minimum of five (5) years of extensive, progressively more responsible experience in the management and administration of large communications or train control engineering and construction programs in a rail transit environment.
  3. Prior experience in a similar role in a comparable-size project
  4. Project management / team leadership Construction or engineering experience that corroborates knowledge and understanding construction contracts and ability to compose technical/contractual written communications.
  5. Quality Control / quality management
  6. Design-build deliver
  7. Prior client construction or maintenance experience.
  8. Strong knowledge of applicable worksite Safety Regulations; demonstrated commitment to safe working practices.

Computer skills, to include word processor software, spreadsheets, and construction document management systems

Proven team player skills with ability to build and maintain internal and external relationship

Strong organizational, interpersonal, problem solving and analytical skills

Capable of reading drawings and schematics;

Must possess a valid driver’s license

Other desired qualifications include:

PE certification

Experience with Alstom and/or Ansaldo train control systems and equipment.

PMP Certification

Prior experience with a public commuter transit agency
