International Policy Expert

Job Profile

The Senegal Lecture Pour Tous program is a USAID-funded program implemented by Chemonics International and its consortium partners between October 26, 2016 and July 10, 2021. The program will support the Ministère de l'Education National (MEN) in developing a sustainable and scalable national reading program, and will implement interventions to improve early grade reading instruction in public primary schools and daaras, improve delivery systems for early grade reading instruction improved, and improve parent and community engagement in early grade reading.
The purpose of this role is to support the LPT Policy Coordinator under Output 2.4: Policies/Support of Evidence-Based EGR Instruction Implemented, of Outcome 2: Delivery Systems for EGR Instruction Improved, of the LPT Project in Senegal. The Specialist will support the Ministry of Education of Senegal in setting policies for early grade reading based on evidence under the new National Reading Program to establish a supportive policy environment based on holistic planning and evidence from operational research, including clear objectives in policy statements, step-by-step implementation procedures and policy communication.

Job Description

The Policy Support Specialist will have the following tasks:
- Support the Policy Coordinator on strategic issues of political support in a comprehensive "research-policy-practice" approach
- Provide support and international expertise acquired in other reading programs to the Policy Coordinator and the Ministry of Education, to develop a strategic orientation framework for the National Reading Program for primary schooling.
- Provide technical expertise in the following areas:
  • the choice of languages ​​to use in schools
  • the transition to French as L2
  • policies related to teacher assignment to the early grades
  • policy for both pre- and in-service training on EGR
  • policies relevant to teacher absenteeism
  • practices and procedures on budget preparation and execution for supplying learning resources the performance standards for students and teachers
  • monitoring and evaluation and assessments of student achievement.
- Support the Policy Coordinator in his interactions with departmental officials, including capacity building.

Key Deliverables
  1. Trip report, including recommendations for follow up
  2. Inputs to the report on the National Reading Program proposed elaboration and structure

Candidate Specification

  • A degree in a relevant field, such as education or social development;
  • 10 years’ experience in the education sector
  • At least 5 years’ experience in education policy development and systems strengthening;
  • Prior experience in support to policy development targeting the education sector;
  • Prior experience in a reading program would be an asset;
  • Strong organizational abilities including team management;
  • Strong interpersonal and communication skills and good networking abilities;
  • Strong computer skills in MS Office;
  • Clear thinking and effective decision making, able to retain composure under pressure;
  • Flexible approach with commitment to meeting challenging deadlines;
  • Fluent in written and spoken French. Knowledge of English would be a strong asset.
