Job Description

Mott MacDonald has been appointed by DFID to manage this Post-Earthquake Reconstruction Programme in Nepal. We are now seeking an experienced Leave No One Behind - Lead Advisor for a long-term leadership role.

The intended impact of the overall programme is long-term positive change in the lives of people in earthquake affected regions of Nepal. The programme will work in four of the worst affected districts and is comprised of five Output Areas:

  1. Support and provide capacity building to Government at national and sub-national level for detailed reconstruction planning and implementation.
  2. Direct physical reconstruction, including subcontracting and supervision, of agreed priority earthquake reconstruction interventions including reconstruction of water supply, foot trails, bridges, roads and public buildings.
  3. Analysis of, and interventions to address, constraints to the private sector, including issues related to supply of labour, materials and transport in the construction sector.
  4. Designing and managing a challenge fund to leave no-one behind in the reconstruction effort and to promote transformational change for women and girls.
  5. An evaluation and learning component.

The programme began in September 2017 and will complete its 6-month inception phase by mid-March. The inception phase has focused on design of all intervention areas, including the design of Output Area 4, a GBP 8 million challenge fund with two windows. The first window will target 200,000 vulnerable people in the programme districts to ensure no-one is left behind in the reconstruction effort. The second window aims to achieve transformational change for 5000 women and girls. In addition, the design has integrated principles of Leave No One Behind into all other Output Areas and developed approaches for achieving this.

The Leave No One Behind - Lead Advisor will report to the Team Leader. The main responsibilities of the position will be to:
  • Work with the Team Leader and all Output Area Leads to ensure that principles of ‘Leave No One Behind’ are integral to all activities;
  • Lead Output Area 4 of the programme, including:
    • Direct the Challenge Fund team at central and district levels to ensure successful implementation of the Challenge Funds;
    • Provide vision and technical leadership to implementation of the challenge funds, including analysis and understanding of the underlying causes of vulnerability in rural Nepal; profiles and intersectionality of the most vulnerable; and propose tried-and-tested as well as innovative solutions to drive transformational change for vulnerable groups, women and girls;
    • Apply the principles of adaptive and flexible management to implementation of the challenge funds to ensure Output Area 4 responds to changes in the needs of vulnerable groups throughout the programme
    • Provide technical support to Grant Recipients and their local partners to ensure funds achieve the most impact for vulnerable groups;
    • Work with the Challenge Fund Manager on the implementation of the Challenge Fund, monitoring Grant Recipient performance and reporting; and
    • Review progress and outcomes of the Challenge Fund activities and leading the adaptation of such activities where necessary to achieve desired overall outcomes and targets.
  • Liaise with Government stakeholders at Central, Provincial, and Local levels to ensure that the programme is consistent with local priorities, and contributes effectively to post-earthquake recovery and reconstruction in an evolving political context
  • Perform other duties as required by the programme.

Candidate Specification

You will be an experienced consultant with post-graduate qualifications and proven technical skills in social development gained through implementation and management of donor-funded projects of a similar scale and nature in Nepal.
  • Experience of designing and implementing large challenge or innovation funds
  • Significant technical expertise in targeting most vulnerable groups through development programmes
  • A strong understanding of “leave no one behind” approaches in Nepal and internationally across multiple sectors and activities;
  • In-depth understanding of the underlying causes and profiles of vulnerability in rural Nepal and post-disaster contexts;
  • Good knowledge and experience of the areas covered by the overall programme, including an understanding of the challenges of post-earthquake reconstruction;
  • Political intelligence and an ability to understand, continuously re-assess and respond to a dynamic political economy at local and national levels;
  • A minimum of ten years’ experience in delivery of rural development in a similar context, gained on long-term donor-funded programmes, with at least three years in a programme management role (DFID experience an advantage)
  • Strong interpersonal and leadership skills, with ability to build and maintain effective working relationships whilst being willing to learn and support learning of others
  • Ability to work effectively under pressure and to manage competing priorities;
  • Good attention to detail and ability to perform multiple tasks effectively and efficiently and to balance competing priorities often within a tight timeframe
  • Fluency in written and spoken English
