The Commercial Manager for this signature project in Toronto will oversee all elements of commercial management for the design team.  Located in the Client’s Project office, the Commercial Manager will report to and advise the Project Director on matters relating to scope, financial and commercial risk issues relating to the prime agreement and subcontracts. The role will require direct interaction with the client’s commercial management team, including negotiation of commercial matters as they arise.

The role will include contract administration, change management, procurement, risk management and financial progress reporting.

 

Duties and Responsibilities

  • Lead the implementation of project policies and procedures for commercial management, procurement and contract administration.
  • Proactively administer the prime agreement and subcontracts to ensure compliance with contractual terms and conditions, including monitoring of contracts, identification of contractual or commercial risks, investigation of problems, and recommendation of mitigation or corrective actions.
  • Attend regular commercial meetings with the Client and Design Package leads. 
  • Provide commercial support to all major design packages including scope management, pricing of estimates and progress monitoring.
  • Lead procurement and supply chain management, development of work plans, scope of work packages, negotiations of commercial and contractual terms.
  • Oversee and direct subcontract preparation and negotiation with subcontractors.
  • Lead subcontractor engagement, weekly meeting, progress reporting and monitoring financial performance of the sub-contractor. 
  • Change Management including managing early warnings and change orders as necessary
  • Risk Management including identifying, documenting and developing mitigation strategies to manage risk on the project.
  • Monitor and work closely with Project Controls team to manage the financial health of the project including invoicing, progress monitoring and reporting to the Project Board.
  • Prepares amendments to contractual documents as required in consultation with the legal team.
  • Administration, review and settlement of claims, resolution of disputes and contract change negotiations.
  • Assists the Project Director in contract close-out procedures to ensure that all terms and conditions of subcontracts have been complied with prior to final payment to subcontractors.

 

Minimum Qualifications

  • Hold a bachelor's degree from an accredited university or college in engineering, or construction management or similar;
  • Minimum 15 years contracts administration / commercial management experience especially in the preparation and finalization of contract documents;
  • At least 5 years’ experience in the infrastructure sector, with aviation experience an asset;
  • Experience in the programs of a similar scale; capital value ~$1-2bn with design fees commensurate to a project of this scale.
  • Experience working within a consulting engineering environment in Canada is an asset
  • Excellent interpersonal skills with proven ability to work effectively as part of a multi-disciplined team;
  • Excellent communicator (both oral and written) and skilled problem-solver with a commitment to thrive in a proactive organization where client service is paramount
  • A high attention to detail and an ability to deal efficiently with priorities and manage time appropriately;
  • Must be proficient with software such as: SharePoint, Excel, Word, MS Project and other comparable such programs including the desire to utilize the full capabilities of Office365.

Multiple factors such as qualifications, overall experience and position responsibilities will be used to determine the successful candidate's actual salary within the expected range.

 

The expected salary range for this position is from $160,000 - $195,000.
