About the Role:
As the HSE Officer you will be responsible for driving a collaborative and positive culture of HSEQ across the project for the duration of the design and build stages from inception to close-out. You will establish and develop processes and procedure and look to build upon these striving for an environment of continuous improvement.
Key responsibilities and duties are listed, but not limited to, the below:
- Development, implementation and monitoring of HSEQ procedures and policies
- Able to relate to people of diverse cultural backgrounds
- Ability to communicate and influence at all levels, including with external parties
- Good organisational skills
- Excellent ability to meet deadlines
- Leadership and/or managerial experience along with mentoring skills
- Coordinate and carry out incident investigations plus report on outcomes
- Develop coaching and mentoring program to regularly update and educate staff on HSEQ initiatives
- Prepare and Implement thorough audit program inclusive of ongoing contract deliverables
- Ensure that all non-conformances generated during an External/Internal audit are closed out
- Ability to deliver safety practices to ensure zero injury, zero risk, and zero harm.
Safety, Health and Environment
- Coordinate with MM Group on implementation of HSE minimum requirements and procedures
- Ensure that Project Quality and HSE plans are effectively implemented by periodic site visit and audits
- Expert in carrying out HSE risk assessment & Environment aspect impact analysis for construction sites and offices
- Schedule regular and ad-hoc HSE audits; develop program audit within the organization
- Produce, develop and deliver the Project HSEQ training and HSEQ orientation
- Monitor environmental control activities including waste minimisation, and drive sustainability initiatives
- Familiar with OHSAS 45001, ISO 14000 and Mott MacDonald BMS Systems
- Provide coaching, tool box talks and other key safety training as required
- Maintain working knowledge of local legislative requirements and changes and provide updates to Project team and client as applicable
Quality
- Preparation and implementation of Quality Control procedures
- Coordinate periodic audits of Quality Control system and identifying non-conformances
- Set up and maintain Quality Control records tracking system in conjunction with the Quality personnel and ensure records of all inspections are maintained as well as non-compliant items
- Quality Assurance maintained simultaneously on various contractors
- Familiar with ISO 9001 and Mott MacDonald BMS Quality Managerial Standards
Candidate Specification:
- Degree (or recognised International OSH Diploma – e.g. NEBOSH Diploma) qualified in any relevant engineering / environmental / Safety discipline;
- Relevant health and safety qualifications (NEBOSH, IOSH, CSP etc.) from a recognised institution
- Experience in a similar role; experience of working in an office and site environment essential
- Fully conversant with SHEQ policies and standards
- Technically sound in SHEQ practices including P&ID, HAZOP, SIL etc
- Ability to prepare, write and make presentations and reports
- Strong HSE Practitioner, coach and mentor with ability to develop knowledge of others.
- Familiar, but not essential, with working in a (applicable to industry) environment
- Work experience in Middle East is an advantage
- Operating knowledge with ISO 9001 Quality Management Standards, OHSAS 45001 and ISO 14000
- Continuously looking for innovation and improvements to manage workload and accomplish deliverables across individuals, teams and projects
- Using leadership skills to build and nurture relationships and to create effective working environments
- Able to manage multiple teams with diverse backgrounds on geographically and culturally diverse teams
