About the Role

Reporting to the Unit Construction Manager, the role will lead a health and safety team In the site, with responsibility for identifying improvements in health & safety across the project. The HSE Inspector will be motivated, proactive, focused on adding value to the business through effective engagement with staff and management.

 

The role is essential to our business in assessing not only compliance with our system and external standards, but also identifying how we can improve what we do. It is an opportunity to make a difference to how we work on our projects, in our offices and how we interact with our customers.

 

Key responsibilities and duties are listed, but not limited to, the below:

  • Promoting a dynamic safety culture across the site, continuously looking for improvements
  • Provide regular health and safety advice for staff and managers in the project
  • Promote effective and timely communication of relevant HSSW information within the
  • Assist with project WIN bids and DO implementation stages, including client relationship meetings
  • Reporting to the Construction Manager on H&S performance, including analysis of trends and issues arising from incident reports, audits and the dissemination of lessons learned as appropriate
  • Support portfolios in closing out non-conformities and escalating issues where necessary
  • To contribute to or undertake internal incident or accident investigation when required
  • To keep abreast of developments in relevant legislation and practice, and act upon any changes accordingly
  • To work with the Unit HR team, as required, to ensure employment policies and other HR issues incorporate required H&S requirements
  • Promote and improve incident reporting and positive interventions across the unit
  • Co-ordinate HSE reporting requirements with the Unit’s Business Management Systems Manager
  • Monitor Unit H&S goals in line with Group requirements
  • Schedule, conduct internal audit of offices, sites and provide report on remedial actions taken within the project
  • Undertake safety related training and mentoring when require
  • Liaise with the enforcement authorities and other bodies as necessary
  • Prepare monthly H&S reports for the Construction Manager
  • Liaise with the Regional and Group Safety Manager as required
  • Represent the project on all H&S matters
  • Ensure any serious incidents are raised to relevant stakeholders within specified time limits
  • Review and comment on the EPC Contractor’s Project Health and Safety Plans which as a minimum should include HSE organisation structure, audit and inspection regime, corrective and preventive action, HSE objectives and KPIs, waste and hazardous material management plan, incident notification investigation and reporting plan.
  • Review and comment on the EPC Contractor’s Environmental Management Plan.
  • Review and comment on relevant Risk Assessment, COSHH Assessment and Method Statement / Permit to Dig & Excavate.
  • Performance monitoring and regular health and safety site inspections (daily, weekly, monthly and / or quarterly – as agreed) and randomly witness high risk activities such as lifting/cranage activities.
  • Issue site HSE safety notices / NCRs and stop any observed unsafe acts on site work when necessary and follow-up on agreed corrective actions.
  • Attend weekly Occupational Safety and Health meetings attended by the client and EPC Contractor and prepare/issue minutes to record required actions.
  • Input to weekly / monthly (as required) Joint Occupational Safety and Health Inspection Reports prepared by EPC Contractor and submitted to the client
  • Chair quarterly HSE audit meetings and prepare/issue minutes to record required actions. - Promote a culture of safety awareness

 

Candidate Specifications:

  • Candidates should hold a NEBOSH Certificate or equivalent and Membership of the Institution of Occupational Safety and Health (IOSH) or equivalent (CSP, IIRSM).
  • Operational experience across industry as a lead HSSW practitioner, ideally at consultancy level, you will have a solid appreciation and understanding of health and safety legislation and its application in stimulating contexts across sectors
  • You will be able to demonstrate an excellent working knowledge of Microsoft packages and proven experience of working with databases, reports and data analysis.
  • You will be required to engage, develop and maintain effective working relationships with managers, employees and stakeholders and should therefore possess excellent communication skills and effective planning and time management skills. A working knowledge of health and safety management systems is also essential.
