We are looking for a Urban Planning Policy Specialist based in Surabaya, Indonesia who will support field operations as part of a contingent terms for infrastructure-related projects. This is a temporary position is responsible for performing land and construction surveys to support engineering and construction activities. This includes setting out works, verifying dimensions, collecting spatial data, and ensuring that construction aligns with design specifications and tolerances. 

Role Specific Duties: 

  • Conduct Gender Equality, Disability, and Social Inclusion (GEDSI) assessments as part of the SDMP development.
  • Provide input and advice on identifying social risks, vulnerabilities, and opportunities for inclusive infrastructure planning.
  • Lead social safeguards scoping to identify entry points for inclusive design and community benefits.
  • Collaborate with DLH, BPBD, and DinSos to align with existing social protection mechanisms and disaster response systems.
  • Facilitate consultations with vulnerable groups and representative organisations.
  • Ensure inclusive participation in validation workshops and dissemination events.
  • Provide advice on regulatory frameworks and institutional arrangements to support social safeguards in drainage infrastructure.
  • Contribute to workshops aimed at strengthening local institutional capacity to implement and monitor GEDSI-sensitive infrastructure.
  • Comply with ethical standards and inclusivity principles during stakeholder engagement and planning activities.

 

Qualifications:

  • Bachelor’s or Master’s degree in Social Sciences, Urban Planning, Public Policy, or related field.
  • Experience in GEDSI-related work, preferably in infrastructure or urban development projects.
  • Strong understanding of social safeguards and inclusive planning principles.
  • Experience in stakeholder engagement, especially with vulnerable or marginalised groups.
  • Familiarity with Indonesian social protection systems and disaster response frameworks.
  • Good communication, facilitation, and analytical skills.
  • Ability to work independently and collaboratively with multidisciplinary teams.
  • Knowledge of relevant national and local policies related to social inclusion and infrastructure development.
