The collapse of the river wall during storm Eunice meant there was an immediate flood risk to Matlock, including Matlock Bridge - a Grade II* listed scheduled monument. There was the need for urgent action to develop a comprehensive solution to prevent further damage to the town and protect the local community from future flooding.
The Environment Agency and contractors swiftly mobilised the area while a permanent solution was designed.
The Environment Agency engaged Mott MacDonald to deliver the construction contract through the role of an ECC Project Manager (ECC PM). The role of the ECC PM was to manage the project, ensuring rigorous control over the contractual processes, quality assurance and health and safety standards.
Our ECC PM also identified the need for an ECC supervisor on the project and that we could also provide this expertise. Once appointed, our ECC supervisor provided invaluable oversight to the construction activities. By having an ECC supervisor, it helped improve the overall health and safety of the site.
Mott MacDonald have been extremely supportive and instrumental in the delivery of the emergency works at Matlock, taking on several roles across the lifecycle of the scheme, including Project Executive, Project Manager, ECC PM and Site Supervisor. They've provided unwavering assistance in assuring the scheme is delivered safely, building excellent relationships with the contractors and the rest of the project team.Amy King
Our team led significant stakeholder management activities, securing the necessary permissions and engaging with residents and local authorities. The flood defence tie-in to Matlock Bridge required Scheduled Ancient Monument Consent and the works in the river needed a permit from the Environment Agency. The work was undertaken to the rear of several properties, so liaison with residents was key.
An extended road closure of the A6, the main thoroughfare of Matlock, was required to facilitate the installation of an 800-tonne crane, so extensive engagement with the local community was undertaken. Community engagement events were held in the town hall and the project team hosted a community fun day. The day was a great success, raising £500 for the Air Ambulance.
The project also brought other community enhancement projects within the town, including replacing the footpaths within the park gardens and landscaping to allow full accessibility for everyone, allowing the local special educational needs and disabilities support group to carry out activities.
The project, celebrated its success at the 2023 Civil Engineering Contractor’s Association (CECA) Awards, has largely been completed, with over £11.1M of changes delivered in full compliance with contractual requirements.
The rapid response and collaborative approach not only reinstated flood defences but also fostered community engagement and social outcomes, leaving a lasting legacy for Matlock. The project's success demonstrates the power of partnership in mitigating flood disasters and safeguarding communities.
