Omar is a stakeholder engagement specialist with over a decade of experience delivering complex infrastructure projects across the UK’s most demanding consent environments. He has proven expertise in delivering projects requiring statutory consultation under the Planning Act 2008, Development Consent Orders (DCOs) and Hybrid Bills. He has worked on engagement and consultation for nationally significant projects such as East West Rail, West Yorkshire Mass Transit, HS2 and major water resource programmes.

Omar excels at coordinating multiple, and often contradictory, stakeholders, navigating political, environmental and real estate challenges and shaping compliant, robust consultation frameworks. He has also played a key role in advancing the digital delivery of engagement and consultation, integrating tools such as Moata and SRM AI to strengthen analysis, transparency and consistency across multistakeholder programmes.
