About the role

Mott MacDonald’s Strategy & Transformation (S&T) Practice holds a market‑leading position in PPP Transaction and Procurement Advisory Services across the GCC, with ambitious growth plans to expand market share and diversify service offerings. The practice supports developers, investors, funders, asset owners, operators and government entities to realise infrastructure development and investment ambitions, with a strong focus on public‑private partnerships across the project lifecycle.

We are seeking a Technical Advisor with transaction advisory experience to support the delivery of complex infrastructure projects across the GCC. This role is well suited to an emerging consulting professional with an engineering or technical background and a passion for shaping PPPs that drive sustainable development, working closely with multidisciplinary teams and clients across infrastructure, transport, energy and the built environment.

 

Key responsibilities and duties are listed, but not limited to, the below:

  • Support the delivery of technical advisory services for PPP and transaction advisory projects across the GCC.
  • Contribute to the delivery of PPP transactions across the full project lifecycle, from early development through to financial close and post‑financial close activities.
  • Support business development activities, including bid preparation, service propositions and work winning.
  • Undertake needs assessments, feasibility studies, market studies, optioneering and business case preparation.
  • Coordinate and liaise with multi‑disciplinary engineering teams to support technical due diligence activities.
  • Support the preparation of tender documentation, including output specifications and procurer requirements.
  • Assist with tender process management, evaluation, negotiation and commercial and financial close activities.
  • Prepare structured technical analyses, reports and presentations with a strong focus on clarity and quality.
  • Support continuous improvement and digital ways of working, sharing knowledge and lessons learned.

Candidate specification

Essential

  • Bachelor’s or Master’s degree in engineering or a related technical discipline, or equivalent experience.
  • Consulting experience delivering technical advisory services within infrastructure or the built environment.
  • Broad understanding of PPP and transaction advisory fundamentals.
  • Experience assessing technical risks and priorities associated with project development, feasibility or procurement.
  • Ability to deliver structured analysis and contribute to high‑quality reports and presentations.
  • Experience working collaboratively with financial and legal advisors.
  • Ability to work with minimal supervision and manage competing priorities effectively.

Desirable

  • Experience supporting PPP transactions within the GCC region.
  • Experience across sectors such as infrastructure, transportation, energy or the built environment.
  • Proficiency in Arabic to support engagement with Arabic‑speaking stakeholders.
  • Willingness and flexibility to travel internationally for short periods.
