Role Purpose
The Senior Engineer – Utilities, Roads & Stakeholder Management will be part of the site-based supervision team for a major infrastructure program. The role requires strong capability in utilities and road engineering, construction supervision, and stakeholder coordination.
Key Responsibilities:
A. Technical & Engineering (Utilities & Roads)
Oversee daytoday site supervision of utilities and road infrastructure works.
Review and provide feedback on shop drawings, as-builts, method statements, material submittals, inspection requests and work procedures.
Monitor construction progress to ensure compliance with design, quality, and safety requirements. Raising non-compliance forms and monitoring close out where appropriate.
Conduct technical verification of works to ensure alignment with approved engineering documents.
Provide solutions to technical challenges related to utility diversions, road alignments, and interface works.
Respond to RFI submissions and coordinate necessary clarifications with the design office.
Maintain accurate project documentation, logs, and administrative records.
Support reporting and mitigation of safety, environmental, or quality concerns.
B. Stakeholder & Authority Coordination
Coordinate with relevant authorities, utility agencies, and government bodies to support the Contractor obtain permits, NOCs, and approvals.
Maintain positive, professional relationships with internal and external stakeholders.
Track approval timelines and highlight impacts on project milestones. Presenting regular updates to the client and stakeholders.
Prepare and deliver stakeholder communication materials, presentations, and status reports.
Ensure all submissions follow correct regulatory procedures and statutory requirements.
Support discussions, clarifications, and negotiations with contractors and authorities when needed.
C. Project Management & Communication
Liaise with design teams, contractors, consultants, and client representatives to ensure smooth information flow.
Ensure project teams remain updated on design changes, authority requirements, and critical issues.
Support identification of project risks and recommend mitigation strategies.
Manage one site inspector, managing workload and priorities with the main contractor.
Promote collaborative, ethical, and safety focused practices across workstreams.focused practices across workstreams.
Candidate Requirements (Skills & Behaviours)
Qualifications & Professional Background
Bachelor’s Degree in Civil Engineering or a related engineering discipline.
Strong background in utilities and road infrastructure works.
Experience working on complex major projects such as metro, rail, steel plants, or other mega infrastructure developments would be an advantage.
Experience with the Roads and Transport Authority (RTA) would be an advantage.
Proven capability in stakeholder and authority coordination within large infrastructure environments.
Ability to lead and provide guidance in complex or challenging technical/coordination situations.
Technical Competencies
Proficient understanding of engineering standards for utilities, roads, and civil infrastructure works.
Strong knowledge of approvals processes for roads and utilities in largescale projects.
Ability to interpret and review designs, specifications, and construction documentation.
Proficiency in MS Office applications (Word, Excel, PowerPoint).
