Specific Responsibilities
Take action to deliver responsibilities by:
CMC Palembang
Support the MEL Adviser (ARF) in implementing the agreed MEL framework for PCSP-CMC support to Property Connections, including data collection, data analysis and reporting.
Support the MEL Adviser in preparing progress report, and completion report, incorporating all relevant MEL data.
Support KIAT MEL team in identifying any potential progress markers, and providing data, information and supporting documentation about the status and achievement of the progress markers during the implementation of the Program.
Support the MEL Adviser in facilitating engagement with GOI stakeholders at National Level (DGHS), and Local Level (South Sumatera Province, Palembang City LG, and Perumda Tirta Musi) in conducting the task related to the monitoring and evaluation of the PCSP.
NSHP:
Develop a Monitoring and Evaluation (MEL) Framework and Plan that is suitable and fit purpose for guiding the process of monitoring and assessing the performance of Program and the Consultant Activity, in a reliable and credible fashion. As part of the development of the MEL Framework and Plan, the MEL Specialist will need to do the following:
Review the activity logic in consultation with KIAT and GOI stakeholders, and then update it if necessary, including providing more clarity of expression of end-of-program outcomes articulated in the activity logic.
Identify and/or update the key evaluation questions of interest to stakeholders, other information needs, including the reporting requirements for users of the information generated from the monitoring and evaluation system
Examine proposed/potential data sources and current process/mechanism for data collection and data management to ensure that data is of sufficient quality and is sufficiently disaggregated.
Assess the capacity of the Consultant team and other external stakeholders to be engaged and participate in the conduct of monitoring and evaluation activities and then provide relevant support and capacity building opportunities (if necessary).
Review and then ensure (allocate and manage) the budget/resources available within the Consultant for monitoring and evaluation activities.
Review and incorporate cross-cutting policy areas to be included in the MEL plan, including GEDSI and Climate Change aspects.
Identify issues and/or constraints that will affect the implementation of the Monitoring & Evaluation plan of the Activity, and then develop strategy to address the issues and/or constraints.
The MEL Specialist/Adviser will lead and provide guidance to the MEL Officer for the implementation of the MEL Framework and Plan, including data collection, data analysis, reporting (see “Deliverables”), and managing all relevant supplementary studies/evaluations as per the agreed MEL Framework.
The MEL Specialist/Adviser (in consultation with KIAT) will also support and facilitate the CPMU in monitoring and evaluating the progress of the GOI/APBN-funded Sanitation Grant Program.
