The Office Engineer is a key member of the construction project team, responsible for providing high-level project controls, contract administration, documentation management, and technical support to ensure successful project execution. The ideal candidate brings at least 15 years of progressive experience in project controls, change management, or the construction industry, with a strong understanding of public agency procedures, construction documentation, and contractor coordination. This role serves as the central hub for processing technical submittals, RFIs, change orders, progress documentation, financial tracking, and schedule updates to support the Project and Construction Management teams.

Key Responsibilities:

Project Controls & Change Management

  • Maintain and manage all project documentation, including RFIs, submittals, drawings, change directives, correspondence, and meeting notes.
  • Track project budgets, funding allocations, contingencies, and cost-loaded schedules.
  • Support monthly reporting, including progress summaries, earned value analysis, cost trending, cash-flow forecasting, and schedule updates.
  • Ensure compliance with agency standards, contract requirements, and audit-ready documentation practices.
  • Support the development, review, and negotiation of change orders, claims, and task order amendments.
  • Maintain detailed logs for potential change orders (PCOs), CORs, and pending contract actions.
  • Coordinate with designers, contractors, and internal stakeholders to validate scope, cost, and schedule impacts.

Contract Administration

  • Assist in administering construction contracts, special provisions, technical specifications, and addenda.
  • Track contractor deliverables, compliance documents, insurance, and submittal schedules.
  • Support the processing of contractor progress payments, time-and-materials records, and certified payrolls.
  • Ensure alignment with federal, state, and local funding requirements (e.g., FTA, FHWA, FRA, SB125, TIRCP, etc. if applicable).

Construction Support

  • Prepare and distribute daily/weekly construction documentation such as inspection reports, meeting minutes, punch lists, and schedule reviews.
  • Maintain up-to-date project drawings, As-Builts, and document control systems (e.g., SharePoint, Procore, eBuilder, Bluebeam PMWeb, or other platforms).
  • Support coordination between the contractor, designer, utility agencies, and project stakeholders.
  • Assist with constructability reviews, procurement documentation, and technical evaluations.

Communication & Coordination

  • Facilitate internal and external communication between project staff, contractors, subconsultants, and agency stakeholders.
  • Support preparation of presentations, board reports, status memos, and briefing materials.
  • Participate in construction meetings and maintain accurate meeting documentation.

Candidate Specification:

  • Bachelor’s degree in construction management, engineering, or a related field (or equivalent experience).
  • Experience supporting federally funded projects (FTA, FHWA, FRA).
  • Understanding of change-order negotiations, claims analysis, and cost-control methodologies.
  • Experience working with public agencies or large PM/CM contracts.
  • 15+ years of relevant experience in project controls, change management, construction management, engineering, or related fields.
  • Strong knowledge of construction contract administration, documentation workflows, and public-sector processes.
  • Experience with capital infrastructure projects such as transportation, rail, highways, utilities, or vertical construction.
  • Proficiency in project management software (e.g., MS Project, Primavera P6, SharePoint, Procore, Bluebeam).
  • Ability to read and interpret engineering plans, specifications, schedules, and cost estimates.
  • Excellent written and verbal communication skills.
  • Ability to work collaboratively in a fast-paced, multi-stakeholder environment.

At Mott MacDonald, we provide a comprehensive benefit package that includes 401k, medical, dental and vision insurance, short-term/long-term disability, paid holidays, PTO, parental leave and company paid life insurance. 

The expected salary for this position is $125,000- $153,000

Individual pay is determined based on several factors such as work location, education, experience, and unique skills.
