We've been supervising construction of Japan’s largest solar PV installation: the 230MW Kuni-Umi plant in Setouchi and the 238MW Sakuto plant. As owner’s engineer during the development phase, we helped establish project bankability in energy yield analyses through the study of satellite and actual observed records by the Meteorological Authority (JMA) to evaluate local solar resource levels. We also harmonised standard international performance tests and performance guarantee structures with local business practice. The plant will sell electricity for a 20-year period to the Chugoku Electric Power Company.

For example, the first truly independent gas turbine plant in Jordan and total of over 3GW of thermal plants in Japan including 1GW of new power generation capacity using the most advanced and efficient coal combustion technology to replace Fukushima nuclear power project.

As joint venture’s design consultant for Jakarta MRT, we prepared tender design and design documentation for submission of tender documents. Our tender design gave a contract price 30% lower than budget, and subsequently we were retained to provide detailed design and support obtaining client approvals. For Ho Chi Min Urban Railway, we assisted with tender document preparation whereas in Taiwan we undertook operation, maintenance, and training for Taiwan Taoyuan International Airport Access Railway including normal, depot, and degraded operation plan, maintenance plan and performance analysis.
Vietnam’s Ministry of Planning and Investment appointed us to conduct due diligence review of JICA study to provide independent assessment and benchmarking of the investment necessary for Hanoi MRT. Our role included providing appraisal of suitability to assess the basic design, review the economic and financial assumptions, operating issues, environmental and social aspects, project management and implementation assumptions.

The trend of privatisation of domestic infrastructure in Japan, which began with the liberaliation of electric power, is now spreading to the water business. A concession to sell operational rights to private enterprises in public facilities such as roads, airports, water supply, leaving ownership of the state and local governments is one of the growth strategies of the Japanese government.
