Mott MacDonald established a presence in Japan in 2009 in response to growing demand for our consultancy services, which are unique to Japanese clients. Since then, we’ve helped deliver public and private sector projects across a range of sectors – from transport and energy, to water, infrastructure and environment.

Initially, our clients included Japanese trading firms, banks, manufacturers and construction contractors that aimed to expand business internationally. We delivered our services for project owners and lenders in infrastructure and mining projects globally, from feasibility studies, acquisition due diligences, international biddings, through to detailed design and construction monitoring.

Our services provide increased competitiveness in winning, reduced time and cost, and mitigated risks to future cashflow. Our unique position has become highly appreciated in the market by the power sector reform and introduction of the feed-in-tariff program on the renewable energy sector.


We’re advising investors, lenders and supporting contractors as Japan rapidly diversifies its power generation capabilities under the changing environment of the power generation mix following the disaster in Fukushima in 2011. We're bringing our international experience of independent power producer (IPP) project development to enable the structured financing on around 5GW of Japanese new-build power plant in the solar, wind, biomass and thermal power generation sub-sectors.


We've been supervising construction of Japan’s largest solar PV installation: the 230MW Kuni-Umi plant in Setouchi and the 238MW Sakuto plant. As owner’s engineer during the development phase, we helped establish project bankability in energy yield analyses through the study of satellite and actual observed records by the Meteorological Authority (JMA) to evaluate local solar resource levels. We also harmonised standard international performance tests and performance guarantee structures with local business practice. The plant will sell electricity for a 20-year period to the Chugoku Electric Power Company.


We provide the full range of wind power services. We've assisted developers and lenders in delivering onshore and offshore wind projects, including the very first project-financed wind farm in Japan. We provide advisory services that maximise project potential while meeting global standards. We've been involved in developing supply and construction contracts for wind farms, to achieve more favourable conditions. We also advise to work out robust testing procedures for turbine performance testing following construction. Our team includes bilingual engineers who can effectively communicate in Japanese.


A world leader in biomass consultation, we offer a range of services from due diligence and feasibility studies and the validity evaluation of the plant design, to the simulation of the power generation output for each fuel property and financial model evaluation, to monitoring of construction and operations and maintenance. Long-term stable fuel securing is one of the key points of business management, and we can evaluate fuel procurement routes and supply chains from North America and Southeast Asia, harnessing our global network. We also support the implementation of environmental assessment and the conclusion of pollution control agreement, in accordance with domestic environmental laws and local regulations.


As independent engineer, we've provided technical and environmental review, construction and operations monitoring, and have managed lenders' technical risks in multi-contracting for non-recourse financed business. Our involvement in notable thermal projects for Japanese clients in providing technical advisory services spread in various countries all over. For example, the first truly independent gas turbine plant in Jordan and total of over 3GW of thermal plants in Japan including 1GW of new power generation capacity using the most advanced and efficient coal combustion technology to replace Fukushima nuclear power project.

We also provide services in Japanese domestic thermal IPP projects with Japanese lenders and owners in cutting-edge gas turbine and coal fired thermal plants. We've established our position in the market as a competent technical consultant for IPP projects which apply the non-recourse project finance scheme by delivering international contractual standard in Japan's inherently unique industrial context.


Our track record in the transport sector spans more than a century. Our portfolio is second to none: we’ve helped clients deliver all types and all sizes of projects covering rail, road, air and sea.

As joint venture’s design consultant for Jakarta MRT, we prepared tender design and design documentation for submission of tender documents. Our tender design gave a contract price 30% lower than budget, and subsequently we were retained to provide detailed design and support obtaining client approvals. For Ho Chi Min Urban Railway, we assisted with tender document preparation whereas in Taiwan we undertook operation, maintenance, and training for Taiwan Taoyuan International Airport Access Railway including normal, depot, and degraded operation plan, maintenance plan and performance analysis.

Vietnam’s Ministry of Planning and Investment appointed us to conduct due diligence review of JICA study to provide independent assessment and benchmarking of the investment necessary for Hanoi MRT. Our role included providing appraisal of suitability to assess the basic design, review the economic and financial assumptions, operating issues, environmental and social aspects, project management and implementation assumptions.

Water supply and sewers

The trend of privatisation of domestic infrastructure in Japan, which began with the liberaliation of electric power, is now spreading to the water business. A concession to sell operational rights to private enterprises in public facilities such as roads, airports, water supply, leaving ownership of the state and local governments is one of the growth strategies of the Japanese government. Our water consultancy has a history spanning more than 90 years. We provide all related services including water resource development and water supply and sewerage operation management.
