For this USAID funded 5 year project applicants must already have the right to work in the USA. The post will be Washington based.
The technical specialist will work in collaboration with the Project Director in providing technical oversight of the program. S/he will ensure quality assurance for project activities and adhere to best practices on health systems strengthening.
S/he also will ensure the adaptation and integration of emerging knowledge and innovative solutions within project activities.

Job Description

Objective to Increase financial protection:
Reduce financial barriers, through a mix of public and private interventions, so that the cost neither prevents people from accessing of essential health services nor causes financial hardship.

Increase revenue collection;
● Implement strategic approaches to increase domestic financing, such as establishing hypothecated taxes (e.g. excise/sin taxes) with earmarks for the health sector
● Increase private investment in the health sector, especially the merit goods health market that people are likely to underutilize without some form of subsidy
● Establish progressive prepayment schemes to eliminate the use of user fees at the point of service delivery
Increase pooling;

● Accumulate revenues from different sources to ensure the financial risks of utilizing health services are shared among the sources of funding and spread risks across demographic groups (sex, age, income, geographic location etc.)
Improve resource allocation;
● Increase the allocative and technical efficiency of health sector budgeting
● Promote accountability to ensure efficiency and eliminate waste
Increase the purchase of priority services;
Define priority, cost-effective health benefits packages that give priority to need
● Promote the strategic purchasing of services, including from non-governmental, faith - based, and private sector providers
● Increase the effectiveness of health sector budget execution
Illustrative tasks;
● Implement strategic approaches to increase domestic financing and improve efficient use of key health resources. Strengthen capacity for public financial management in the health sector to increase accountability, reduce waste, and incentivize providers to improve volume and quality of health services.

● Support the design of progressive prepayment and risk-pooling schemes to ensure coverage of the poor, near poor, and vulnerable populations, and to ensure access to and utilization of priority health services. This includes supporting the design and execution of community, social and national health insurance schemes, in identifying ways to better leverage limited public resources, and in developing strategies to strengthen engagement of the private sector.
● Working with partner governments on health financing reforms to improve the sustainability of financing and collaborating with the partner governments and development partners to develop a long-term health financing vision and strategy to provide financial protection of target populations.

Candidate Specification

● A master’s degree or higher in public health, international development or a related field.
● At least 10 years of experience in management or implementation of health system strengthening programs in/for LMICs. Of the above 10 years, at least five of the years must have been while physically based in the country/region of implementation (e.g. Tanzania Deputy Chief of Party, based in Tanzania; Senior Technical Advisor for West Africa, based in Ghana).
● Demonstrated experience operating within the global HSS community on matters related to HSS in developing countries.
● Demonstrated technical expertise in at least two of the following areas: financial protection, population coverage, service coverage, and/or related areas of health system strengthening.
● Fluency in English oral and written communication is required.
● Ability to interact professionally in one or more relevant foreign languages (e.g. French, Spanish, Portuguese) is preferred, but not required
