Mott MacDonald has boosted its global aviation and infrastructure finance business by appointing Horacio Rossi and James Cole as project directors. The move strengthens the consultancy’s position as one of the world’s most experienced aviation practices.
Horacio joins the consultancy from CH2M Hill where he was a regional director, heading up their aviation business in Latin America. He will be responsible for directing Mott MacDonald’s technical advisory workload for governments, lenders and sponsors, helping to structure, win and finance airport concessions globally. Horacio brings a wealth of experience from across Central and South America, where he previously worked for Corporacion America as regional manager for seven airports in Patagonia.
Commenting on Horacio’s appointment, Mott MacDonald’s aviation practice leader Chris Chalk said: “Horacio brings significant global experience having successfully advised the winning bidders for both the Pulkovo and ANA privatisations. He has an expert understanding of how to win concession competitions and his technical advisory skills will strengthen our award-winning technical advisory team.”
James Cole has been appointed to lead Mott MacDonald’s global forecasting business and will be responsible for delivering market insight in support of airport transactions, route development and masterplanning projects worldwide. He has over 20 years’ experience of developing air services at a broad range of airports in Europe, Asia and the Middle East. James joins the consultancy from Airport Coordination Limited, where he was responsible for slot coordination and forecasting at some of the world’s busiest airports, including Heathrow and Dubai, and for developing a range of slot trading transaction support services.

These include providing traffic advisory services on Zagreb Airport in Croatia, winner of the Project Finance Awards 2014 European Airport Deal of the Year and San Juan Airport in Puerto Rico, winner of the Project Finance Magazine 2013 North American Transport Deal of the Year.
