Mott MacDonald has been appointed to carry out operation monitoring on the Elazig Fethi Sekin City Hospital in Elazig, Turkey. The €243,106,346 campus was procured by the Ministry of Health of the Republic of Turkey through a public private partnership model scheme to design, build, finance and operate the project. Mott MacDonald has been appointed by the SPV, ELZ Sağlık Yatırım A.Ş, whose key shareholders are Rönesans Sağlık Yatırım A.Ş. and Meridiam Eastern Europe S.a.r.l.
The project is part of the administration's Health Transformation Programme. This programme aims to renovate Turkey’s healthcare structure to meet increasing healthcare demands, it will bring together smaller hospitals under a single campus and increase the quality and efficiency of services.
Elazig Fethi Sekin City Hospital is 355,752m2 making it the largest healthcare complex in the city. It has a total capacity of 1,038 beds in the main hospital and high security psychiatric hospital. It also includes a mouth and dental health centre.
Mott MacDonald was appointed as lenders technical advisor on the project, undertaking audits of the facilities management operations. The consultancy will carry out operation monitoring which will include a quarterly operation monitoring audit for 15 years. The consultancy also previously carried out due diligence and construction monitoring work on the project.

Elazig Fethi Sekin City Hospital commenced operation in August 2018.
