Transport
Our transport specialists are working for the State Road Agency of Ukraine (Ukravtodor) to provide site supervision services for M06 Kiev-Chop Road rehabilitation project. Our role includes assisting with administration of the bank-funded contract, conduct due diligence and engineering duties.
We're also providing technical and procurement auditing to Ukravtodor for capacity building on road infrastructure investment projects. We undertook a review of the road and safety improvement project to verify that the procurement process and the work comply with procedures and standards. We carried out an audit of highway schemes and produced comments and benchmarks against schemes in other countries.
In addition, we’ve been sub-contracted by Crown Agents for a project to project safe and secure transport of radioactive waste. Our experts assessed and compared road and railway transport of waste from production sites to the vector facilities.
Energy
An example of our work in the energy sector included the preparation of an environmental and social assessment report for the proposed modernisation of gas transit corridors and underground storage facilities together with the management of the environmental and social impacts in accordance with all national and lender’s requirements.
We assessed the feasibility of building a new refinery in the Ukraine to handle Caspian Crude, conducting a market study on the refined products market predicting refined products sales volume exported to foreign target markets. It was important to determine the competitiveness of domestic and foreign refined products, and recommended the preliminary specification of the proposed refinery, estimated capital expenditure and timing for construction, plus identifying project risks. We reviewed a feasibility study on behalf of an investor for a combined cycle gas turbine power plant and checked the study for compliance with international best practice.
We worked for the UK’s Foreign and Commonwealth Office in Ukraine for the implementation of an EU Energy Legislation Project, analysing national regulations in the area of electricity, gas, renewable energy sources and environment. Specific recommendations were made for adaptation to EU energy legislation.
Recommendations were also made for developing new national legislation introducing new principles of an open and secure energy market (gas and electricity) which has been drafted based on EU expertise. The assignment also addressed capacity building to Ministry of Fuel and Energy and other relevant key stakeholders.
We provided project management support for the construction of a new 330KV overhead power transmission line between Adjalyk and Usatove and modernisation of two substations. The project also covered a new grid emergency automation system, monitoring of contract progress and preparation of a project implementation plan.
Water and environment
For a sewerage system in the district of Odessa we provided detailed design, tender documents and pre-contract services and we have been providing assistance to the Ministry of Environmental Protection on a suite of projects that focus on transboundary water management.
On behalf of the EU we advised the littoral states of the Black Sea to improve regional cooperation and improvement of agreements for the protection of the Black Sea. In particular, we're assessing the Bucharest Convention's protocols and annexes and the Black Sea Strategic Action Plan.
We also worked on water governance development for the EU to help six countries – Belarus, Ukraine, Moldova, Georgia, Armenia and Azerbaijan – improve systems for managing water resources, through addressing issues relating to legislation, regulation and other instruments of water management.
Education and health
We were appointed by Ukraine government to advice on a project to establish a system for assisting socially vulnerable families, with involvement of social service providers. The funding was provided by the World Bank.
Our specialist education consultants are working with the Ministry of Education to introduce civic education and democracy as subjects to Ukraine’s school curriculum.
For a HIV/AIDS prevention and awareness programme, we helped to increase capacity of local non-governmental organisations (NGO) involved in AIDS prevention efforts and to strengthen local NGO responses in delivering information and services to high risk populations.
