Our experts will usually spend several months supporting the sponsors of a new project or programme throughout the preparatory stages. It might be that a multi-million dollar budget allocation or loan package has been agreed in principle to help improve an aspect of schooling, or to fund a health intervention. We work out the details: what exactly will the intervention need to involve, how much will aspects of it cost, how long will it take, how will success be measured and reported to the client?
We can also then revisit the programme once it has been put into effect, to evaluate how it has worked out in practice and report on whether the stated aims have been achieved and what else might be necessary.

Managed on behalf of DFID, the Education Sector Support Programme in Nigeria has involved highly complex strategic programming and operational design based on a rigorous theory of change both at the beginning of the programme and mid-term, to adapt to changing client requirements.
