To meet the demands of AMP8, the water sector must move beyond traditional approaches.

The UK water sector is being asked to deliver more, faster and under greater scrutiny than ever before to create water resilience and improve environmental performance. But the answer is not simply to work harder within an already strained system; the sector needs a more collaborative, integrated and confident model of delivery says Mott MacDonald managing director for water and environment, UK, Sally Russell.
Net zero delivery, digital transformation, drought and water shortage resilience and £12bn of investment to address stormwater overflows alongside other mandated environmental improvements. These are the headline targets for the current water investment cycle – Asset Management Period 8 (AMP8) in England and Wales that is being backed by unprecedented financial scale at £104bn, twice that of AMP7.
A year into AMP8, the limits of traditional ways of working are being exposed as programmes grow in scale, engineering challenges become more complex and the pressure to move quickly intensifies. This is not a challenge for one part of the supply chain alone. Water companies, designers, consultants and contractors must all respond together to move beyond fragmented delivery and create the conditions for faster, more joined-up decision making. Progress in isolation will not unlock delivery at system level.
What makes this moment particularly significant is that there is no opt-out. The commitments are set, expectations are high and the consequences of falling short are increasingly visible, with regulatory scrutiny and public expectations combining to place delivery firmly in the spotlight.
AMP8 is demanding a step change. Organisations are expected to deliver significantly more work than in previous cycles, but without a proportionate increase in the people available to do it. Projects are also becoming more complex – they are no longer defined by a single objective but by multiple, often competing, requirements on the same site. It is this convergence of pressures that is creating the risk of infrastructure project delays and putting the system under sustained strain.
This is why the conversation about delivery needs to move beyond productivity alone. The issue is not that people are not working hard enough, but that the system itself is being asked to operate in conditions it was never designed for.
If the challenge is systemic, then the response must be systemic too. Collaboration is often cited as the answer, but in the context of AMP8, it needs to move beyond principle and become a defined delivery discipline. Many delays do not originate on site but much earlier in the project lifecycle. When schemes are developed in silos, risks are assessed in isolation and teams move through governance processes without a shared understanding of priorities. When asset, operational and design teams are not properly aligned from the outset, issues inevitably surface later, at a point where they are more difficult and costly to resolve.
Similarly, where organisations remain within rigid boundaries, projects can find themselves looping repeatedly through approvals, with relatively minor or misunderstood issues adding months to delivery timelines. These are the kinds of infrastructure project delays that often sit beneath the surface but have a disproportionate impact on outcomes. A more mature approach to collaboration is needed, one that actively reshapes how projects are developed and decisions are made. Earlier engagement across disciplines and organisations, clearer prioritisation of what must be resolved immediately and a more confident approach to managing, rather than eliminating, risk.
In practice, this also requires creating environments where teams feel able to challenge assumptions openly and build a shared understanding of risk across organisational boundaries. Governance processes remain essential, but they must be efficient and proportionate, enabling projects to move forward without unnecessary rework while still maintaining control and accountability. The most useful ideas never come from just one team, one discipline, or one company.

The value lies not simply in bringing more people into the room, but in creating the conditions for the best ideas to surface quickly, wherever they come from. Once work enters delivery, the priority is not where an idea originated but whether it helps solve the problem, reduces friction and enables progress. In that sense, non-badged collaboration becomes a practical way of connecting thinking: allowing knowledge to move more freely across the system at the point it is most needed.
Used well, this kind of open and constructive challenge will strengthen decision-making, help teams test their assumptions earlier and build greater confidence in the next step. It also reinforces a wider cultural shift that AMP8 demands, away from guarded working and towards a more open, delivery-focused mindset across the sector.
AMP8 is doing more than testing capacity. It is exposing fragmentation in the existing approaches to delivery that are too slow to align and too cautious to keep pace with the scale of change now required. This means earlier alignment, clearer priorities and better use of supply chain expertise with collaboration treated as a discipline, not a principle and governance and risk processes work designed to enable delivery, not hinder it.
The pressures in AMP8 are not unique to the water sector, they are becoming familiar across other parts of infrastructure delivery – and this is why learning how to deliver at pace matters now. The opportunity is not to make the old model run faster, but to build one that is fit for what comes next, whatever sector you work in. Doing that effectively calls for working with a supply chain that not only recognises the need for change but has the skills to make that change happen.
