Supporting the development of Hong Kong's second suspension bridge

Mott MacDonald, as part of the Arup–Mott MacDonald Joint Venture, has been appointed by the Highways Department of the Hong Kong SAR Government to provide design and construction consultancy services for the Tsing Lung Bridge, a major component of Route 11 and a key piece of infrastructure supporting the long-term development of the Northern Metropolis.

Located at the southern end of Route 11, the Tsing Lung Bridge will provide a new strategic crossing between the Tsing Lung Tau Interchange and the North Lantau Interchange. The bridge is being developed to meet growing north-south transport demand resulting from planned development across the Northern Metropolis, including the Hung Shui Kiu/Ha Tsuen New Development Area and Yuen Long South New Development Area.

When complete, the Tsing Lung Bridge will be Hong Kong's second suspension bridge and the city's first dual four-lane sea-crossing bridge. With a main span of approximately 1.3km, the bridge will strengthen connectivity between the Northern Metropolis and Harbour Metropolis while easing congestion from other routes and enhancing the overall resilience of Hong Kong's transport network.

Mott MacDonald will work closely with the Highways Department, Arup and project partners throughout the design and construction consultancy phase, helping advance technical development and supporting the project's readiness for future construction procurement.

Hyvan Wong, Mott MacDonald managing director for China and Hong Kong, said: "We are honoured to be part of the Arup–Mott MacDonald Joint Venture delivering consultancy services for this landmark project. Beyond enhancing connectivity and mobility, the bridge has the potential to become a defining new landmark for Hong Kong, demonstrating how engineering excellence can bring together functionality, innovation and placemaking."

The appointment builds on Mott MacDonald's long-standing track record in the planning, design and delivery of major bridge infrastructure across Hong Kong and internationally, including Hong Kong’s Tsing Ma Bridge, Severn Bridge in the UK, and the San Francisco-Oakland Bay Bridge in the USA. The Tsing Lung Bridge appointment continues this legacy, drawing on decades of experience delivering complex long-span bridge solutions that enhance connectivity and support economic growth.

Nick Osborne, Mott MacDonald transport leader in Asia, said: “This appointment further strengthens our transport presence in the region. The Tsing Lung Bridge adds to our long heritage of complex bridge projects in Hong Kong and draws on the combined experience of our teams across Asia, reflecting our commitment to helping clients deliver resilient, future-ready transport infrastructure that supports long-term growth.”
