Tom Heesom

From secure research facilities to major military infrastructure programmes worth hundreds of millions of pounds, Tom Heesom leads the delivery of complex defence infrastructure programmes for UK and US defence clients. A chartered civil engineer and qualified project professional, Tom combines technical engineering expertise with project leadership, helping clients deliver critical facilities that underpin defence capability and international security.

Since joining Mott MacDonald in 2017, he has worked across the full project lifecycle, from technical design and stakeholder engagement through to construction delivery. He currently provides technical and design leadership for the US Visiting Forces portfolio, including the F-35 Beddown Infrastructure Programme at RAF Lakenheath, a major programme delivering aircraft maintenance, training, accommodation and infrastructure facilities worth more than £400M.

Tom is passionate about bringing multidisciplinary teams together to solve complex challenges, manage risk and deliver projects that have a lasting impact. His work helps to create resilient, high-performance environments that support national defence objectives and contribute to global stability and security.
Tom is also the first person from the UK to have completed the Leader Development Programme for the Society of American Military Engineers, having previously been the organisation’s UK Post President in 2025 and 2026.
