We are seeking an experienced Principal Project Manager, Tunnels to lead the delivery and growth of major underground infrastructure projects across the Mid-Atlantic region, with a particular focus on large-scale water and wastewater conveyance programs. Based in Pittsburgh, this individual will play a key leadership role in the pursuit, planning, design, and delivery of complex tunnel and underground infrastructure projects that improve community resilience, environmental performance, and regulatory compliance.

The role requires a strategic leader who can combine exceptional project management capabilities with deep civil engineering expertise while serving as a trusted advisor to clients and senior stakeholders. Experience with major water, wastewater, conveyance, and tunnelling programs is highly desirable.

 

Responsibilities

  • Lead major tunnel and underground infrastructure projects from pursuit through delivery.
  • Serve as Project Manager or Project Director on large, multidisciplinary civil infrastructure programs.
  • Manage scope, schedule, budget, quality, risk, and commercial performance.
  • Provide leadership to civil, geotechnical, structural, hydraulic, mechanical, electrical, and construction teams.
  • Act as the primary client interface and trusted advisor for key infrastructure programs.
  • Oversee the planning, design, procurement, and construction support phases of major projects.
  • Lead technical reviews, constructability assessments, risk workshops, and value engineering studies.
  • Support strategic pursuits, proposal development, interview preparation, and capture planning for major infrastructure opportunities.
  • Mentor and develop project managers, engineers, and technical specialists.
  • Drive innovation, digital delivery, and best practices in underground infrastructure and tunnel delivery.
  • Collaborate with regional and national leadership to grow the tunnels and underground infrastructure business.
  • Foster a culture of safety, collaboration, quality, and technical excellence.

 

Qualifications

  • Bachelor's degree in Civil Engineering or a related engineering discipline.
  • Professional Engineer (PE) license, or ability to obtain licensure in Pennsylvania.
  • 15+ years of experience delivering major civil infrastructure projects.
  • Proven experience managing large-scale water, wastewater, conveyance, or underground infrastructure programs.
  • Strong background in civil engineering with experience on complex infrastructure projects.
  • Demonstrated success leading multidisciplinary teams and managing project financial performance.
  • Experience working with municipal, utility, or public-sector clients.
  • Experience delivering tunnel, shaft, pump station, conveyance, or other underground infrastructure projects.
  • Strong understanding of geotechnical risk, constructability, underground construction methods, and stakeholder management.
  • Experience supporting or leading major project pursuits and client presentations.
  • Excellent communication, leadership, and relationship management skills.
  • Experience with alternative delivery methods such as Design-Build, Progressive Design-Build, CMAR, or similar procurement models is preferred.
  • Experience with CSO, SSO, wastewater conveyance, or environmental compliance programs is highly desirable.

Individual pay is determined based on several factors such as work location, education, experience, and unique skills.

 

 

The expected salary for this position is $154,000 - $188,000.
