Demand management can include ‘stick’ mechanisms to deter travel, either by pricing or through physical measures – for example, limiting road space and parking provision – or ‘carrot’ mechanisms which encourage potential travellers to alter their behaviour through what we call the 4 Rs. These are:
- Reduce – the need to travel
- Remode – use public transport, walking or cycling
- Reroute – to avoid congested areas
- Retime – to avoid the peak hours
Our experts supported Transport for London in the implementation of its Congestion Charge and have worked on road pricing studies for many other cities. We regularly advise authorities and investors on toll road design and management.
